MAG recruits a Technical Operations Manager, Mali
About MAG in Mali:
MAG has been working in Mali since 2013 delivering risk education to local communities, refugees and displaced people to keep themselves safe from the dangers of landmines and unexploded ordnance. We also conduct non-technical survey, collecting information about levels and types of contamination to allow better prioritisation of clearance. Since 2014, MAG has also been undertaking arms management and destruction (AMD) activities, working closely with Malian authorities to reduce the risk and impact of unplanned explosions and reduce the risk of arms being diverted to the illicit market.
About the role:
As the senior technical representative in country, the Technical Operations Manager is responsible for leading work with Malian defence and security forces to improve management of nationally held weapons and ammunition, with the aim of reducing the risk of diversion of items to the illicit market as well as the risk of unplanned explosions in ammunition depots. The role also leads teams of national and international staff to safely manage humanitarian mine action activities, through the provision of community liaison, conducting non-technical surveys (identification and marking) and supporting referral systems. Working closely with and reporting to the Country Director, you will provide high quality technical input into proposals and reports, liaise with donors, and government agencies. As a member of the programme Senior Management Team, you will need to demonstrate considerable experience of working strategically to ensure the quality and efficiency of MAG’s work.
About you:
The successful candidate will be qualified to IMAS EOD level 3, with demonstrable AMD and HMA experience in challenging environments, specifically in armouries and ammunition depot construction and rehabilitation, SALW destruction, weapons marking, SAA destruction, mine action risk education, and non-technical surveys. You will have solid knowledge of MOSAIC, good report writing skills, the ability to plan and organise, and good representation and negotiation skills. You will have the ability to build capacity of national teams, and to establish and maintain productive partnerships with donors and partners. Understanding of difficult security contexts as well as the limited possibility of deployments into remote areas is crucial. You will have excellent people and project management skills with the ability to coordinate, design, manage and report on activities simultaneously. Previous experience of working in a senior technical position within a similar organisation is essential. Previous experience in West Africa, and in the remote management of staff would be a benefit. This is a demanding yet highly rewarding position suited to a highly motivated, solution-focused and flexible manager. A patient, tactful and diplomatic approach will be required in the challenging environments MAG works in.
