1. Contribute to the design of process models to improve efficiency, quality, and cost-effectiveness of WFP’s projects, as part of Country Offices’ (COs) Cooperating Partners (CP) management SOPs, taking into consideration corporate guidance, CO size, resources, context, and risk appetite.
2. Support the development of country-level strategies for operational partnerships, including ensuring WFP meets its commitment to the grand bargain agenda and developing updates and position papers on the progress of the localization agenda.
3. Support the rollout of the Partner Connect digital platform in RBC COs, in close coordination with HQ, and ensure integration within CO Standard Operating Procedures (SOPs)
4. Provide day-to-day support to regional focal points, and information sessions, on emerging issues/queries related to FLA management and ensure the tracking and recording of Frequently Asked Questions.
5. Provide oversight support and ensure that internal control systems in-country offices are in line with corporate guidelines and standards.
4. Build a knowledge base on CP management lessons learned/best practices in the region and facilitate peer-to-peer learning among country offices, this includes mapping of support needs/gaps based on risk profiling and oversight observations.
5. Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of the digital and regional initiatives (Prevention of Sexual Exploitation and Abuse, Finance, Monitoring & Evaluation, etc.)
6. Support a strategic engagement with key NGO partners at the regional and country level, including through conducting stakeholder mapping and facilitating systematic engagement with NGOs
7. Research and analyse policy and operational issues to support senior management in the development of policies, programmes, and activities. This includes identification and analysis of key issues that require policy decision-making and conveying those to HQ.
8. Support the identification, development, and management of potential partnerships for collaboration

STANDARD MINIMUM QUALIFICATIONS
Education
Advanced University degree in Business Administration, or other relevant field related to international development assistance, or First University degree with additional years of related work experience and/or training/courses.
Work Experience
Minimum of 3 years’ experience managing partners/NGOs and contracts (including budgets and amendments) in various operational contexts
Knowledge & Skills
Previous experience in designing process models and quality assurance.
Knowledge of WFP’s NGO guidance, partnership principles, and modalities, and understanding of WFP’s corporate planning processes at HQ, RB, and CO levels.
Experience in Emergency Programming.
Experience in strategic policy engagement with Government.
Experience in risk management and compliance.
Client-focused and builds strong relationships to improve processes and support the strengthening of the Country Office Cooperating Partners Management function.
Willingness to travel frequently, including to ‘deep field’ locations. 30% Travel requirement.
Experience in leading remote teams and people not under direct supervision.
Language
Fluency (level C) in the English language both oral & written. Intermediate knowledge of French is an asset.
