This position is located in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The incumbent will work under the direct supervision of the Programme Coordinator, Sahel Programme, and overall guidance of the UNODC Regional Representative.

Within assigned authority the Programme Officer (Planning and Monitoring) will be responsible for ensuring the proper planning of activities executed as part of the Sahel Programme, the monitoring of progress achieved in line with the Programme’s logical framework and the internal and external communications related to results achieved as a consequence of the Programme’s implementation. The Programme Officer (Planning and Monitoring) will also carry out liaison and coordination functions, in consultation with other UN agencies, other UNODC field offices and with UNODC Headquarters. The incumbent will perform the following specific tasks:
• Provide support to the Programme Coordinator on programme development and delivery, identify and implement approaches and techniques to achieve programme targets on time;
• Coordinate and monitor the activities undertaken by the Office, ensure that substantive work programmes and programmed activities are carried out in a timely fashion; Provide quality assurance and oversight of programme and project documents and serve as focal point for results-based management and evaluation;
• Provide technical advice and support to project coordinators and experts in project planning, and assure adequate monitoring and evaluation of the regional/country programme;
• Promote knowledge management to ensure access to best available expertise and facilitate organizational learning of the UNODC Sahel Programme and its components;
• Contribute to the overall resource mobilization efforts with a focus on the Sahel Programme and ensure that UNODC mobilizes the support needed to fulfill its mandate;
• Identify partnership options and opportunities at country and regional levels, with local stakeholders, UN agencies, and development partners; Interact and provide advocacy work with government counterparts, donor community, international financial institutions and the United Nations;
• Participate in meetings, seminars, etc. on behalf of the Office, as and when required.
• Prepare various written outputs, documentation, analysis and reports and coordinate timely submission of those prepared by others;
• Perform other work related duties as required.
An advanced university degree (Master’s degree or equivalent) in law, criminology, health, management, business administration, public administration, political or social sciences, economics, international relations or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible professional work experience in an area relevant to drug control and crime prevention in a governmental, multilateral or civil society organization in a multi-cultural setting is required.
Work experience in programme support or technical cooperation is required.
Work experience with or within the United Nations or similar international organization is desirable.
Working experience in a challenging and diverse society is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of other official UN languages is an asset.
