Role purpose:
The Head of Security will direct the development, implementation and monitoring of an effective strategy to mitigate risk, maintain continuity of humanitarian operations, as well as provide for the safety and security training and support for all staff and volunteers who travel on behalf of ShelterBox’s mission.
The Head of Security will also liaise with other NGO and UN safety and security at a global level and act as the subject matter expert on all safety and security related matters at ShelterBox. The role will also assist in connecting staff who travel, to local safety and security forums and contacts.
The role will be responsible for establishing policies and standards affecting safety and security of staff members (including staff training), field facilities and assets, and aid delivery activities globally. The Head of Security will also support a collaborative culture with our local partners to ensure their safety and security in the delivery of any projects funded by ShelterBox.
The incumbent will ensure security protocols and mechanisms are in place to address each project’s context and environment. The Head of Security provides direction and technical support in developing and maintaining context specific field security plans.
Our people are essential to the organisation and you will be responsible for mentoring both deployable staff and Response Team volunteers in effective safety and security planning, and human factors.
This is a deployable role which may need to travel at short notice but will predominantly be based in HQ or other UK location.
Duties will include but not be limited to:
- Serve as the primary focal point for safety and security for both UK office and program offices globally;
- Support the leadership of the International Programmes department in ensuring that ‘operational’ safety and security is managed appropriately across all activities.
- Line manage the Programmes Assistant and provide support to the Deployments Manager, establishing a team to appropriately manage and oversee operational support within the department.
- Develop and implement a travel management policy and support systems.
- Provide technical support to programmes in the following areas:
- security/risk assessments;
- scenario planning, security plan development;
- crisis/contingency planning; and
- other security-related functions.
- Work with the Department Director to develop and update security plans, business continuity plans and crisis management plans, and policies and procedures, in accordance with best practices and ensure their implementation;
- Develop a culture of safety and security management for the organisation, including all associated policies, processes and tools. Ensuring that these are best in class.
- Provide advice and counsel on matters relating to staff and volunteers and property safety and security and manage all safety and security related issues;
- Active member of the Senior Leadership Team and Internal representation on the PARC, Cyber Security working group, Safeguarding working group and the risk management working group.
- Support on the establishment and management of departmental risk registers.
- In partnership with ShelterBox’s Learning & Development (L&D) team develop and facilitate appropriate security and safety training for all deployable staff and volunteers; maintain minimum deployment standards and requirements for training.
- Conduct training needs assessments with key stakeholders resulting in increased safety, security and risk management capacity;
- Monitor security conditions and liaise and coordinate with external agencies – UN, peacekeeping missions, NGO coordinating bodies, local governments, private security contractors etc.
- Prioritising ‘do no harm’ principles. Ensuring those who encounter ShelterBox as a result of our activities are safeguarded from deliberate or inadvertent actions and failings which place them at risk of abuse, sexual exploitation, injury and any other harm.
- Support and advise the organisation’s critical incident management. Lead development of crisis management policies and manage the critical incident process. Includes chairing the crisis management working group.
- Oversee management of deployment/kit store
- Work away from home, which is unlikely to exceed 1 month at any one time – this may be UK or overseas training or deployment to disaster affected areas.
Other Responsibilities:
- Provide leadership and motivation to operational staff and foster teamwork ensuring all activities are within the charity’s aims, objectives and values and in compliance with all legal and regulatory requirements;
- Establish and build effective working relationships across the organisation and with selected external partners.
- Keep up to date with industry trends and developments.
- Review security and security assistance provision to assure best value for money.
- Any other work assigned by the Director of International Programmes;
- Any other duties as required which are deemed appropriate to the level and grade of the post.
