  1. POST SUMMARY

Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.  As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict.  It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters

The Finance Directorate is responsible for all financial management operations, the safeguard and the correct application of all appropriated and non-appropriated funds approved for use by JFCNP.

The Budget Branch is responsible for all budgeting activities in support of the JFCNP HQ, the JLSGNP HQ, Exercises and Operations and Missions under JFCNP AOR. It collects and analyses operational and organizational requirements for both static and deployable elements and prepares respective budgets.

The Alliance Operations and Missions Section (AOM) is responsible for all budgetary aspects of the AOMs led by JFCNP, including planning activities for new missions. It collects and screens all financial requirements submitted by operational theatre HQs and consolidate them in annual Military Budget Estimates.

Within the Budget Branch the incumbent’s main responsibility is the collection and analysis of Alliance Operations and Missions (AOMs) requirements and the preparation of AOM annual Budgets Estimates, Budget Execution Reports and Medium Term Resource Plans.

  1. DUTIES

– Acts as Budget officer for assigned AOMs budgets under the direction and supervision of the Section Head.

– Manages all the activities related to the development, screening, submission, approval, and execution of assigned AOM budgets.

– Supports the Branch in the screening and validation of requirements submitted in preparation of the Alliance Operations and Missions Requirements Resource Plans (ARRP) and Medium Term Resource Plan (MTRP).

– Translates requirements from JFCNP and Theatre stakeholders and NATO agencies, into financial resource demands to feed annual budget estimates and financial plans.

– Administers and executes assigned AOMs budgets in accordance with established regulations and procedures

– Ensures efficient and effective use of budgetary resources through monitoring of budget utilization vis-a-vis the approved budget and timely provision of budgetary information to management for decision making.

– Reviews, analyzes and finalizes financial implications arising from decisions of the relevant NATO resource committees and its subsidiary bodies.

– Analyzes current and historical financial data and monitors budget implementation, identifies trends to estimate future funding requirements and provides recommendations to the Branch Head on  funds’ management.

– Reviews and analyzes variances between approved budgets and actual expenditures and prepares Budget Execution Reports.

– Provides budgetary support and guidance to Theatre Budget Officers, Fund Managers, Divisions Offices, Working Groups and other relevant bodies.

– Advises the Branch Head and ensures that year-end budget commitments are valid for carrying forward.

– Prepares briefings and drafts formal correspondence to the Budget Committee and  other relevant bodies on budgetary matters.

– Supports the Branch Head when submitting  budget estimates and funding requirements to ACO and to other relevant NATO Resource Committees.

– Recommends and contributes in the development of budget policies, guidance and procedures for AOMs under JFCNP AOR. Contributes to the development of financial annexes, resource assessments, Technical Arrangements and MOUs.

– Coordinates and oversees AOMs funding requirements related to NATO Agencies.

– Operates the ACO Financial Management System (FinS).

– Represents the FINDIR(J8) at the Joint Requirement Review Board and other internal working groups involved in the screening and validation of AOMs operational requirements.

Functional Area decision authority.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days.

The work is normally performed in a Normal NATO office working environment.

  1. QUALIFICATIONS AND EXPERIENCE

Essential Requirements

University Degree  in finance, accounting, business administration, economics, public administration or related discipline  and 4 years post related experience, or

Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience

Demonstrable experience in financial management.

Experience in advising higher authorities on financial planning and budgeting, and in developing financial plans and forecasts.

Must have an English Standard Language Proficiency level of ““professional” in Listening, Speaking, in Reading and Writing (SLP 3333 based on NATO standards).
