Consultance : Contrôle démocratique des forces armées (DCAF) en Ukraine.
Background information
The OSCE Support Program for Ukraine implements the project “Strengthening Democratic Control of the Ukrainian Armed Forces” together with the Ministry of Defence of Ukraine. The project objective is to enhance effectiveness of Ukrainian military authorities’ efforts in raising awareness and promoting DCAF and its key areas such as rights and freedoms of military personnel, gender equality in the Ukrainian Armed Forces, interaction between the Ukrainian Armed Forces and civil society and media as well as integrity in the Ukrainian Armed Forces.
Please note that this is a short-term consultancy assignment of a temporary nature for the duration of 15 days. The consultant will be required to work from home and conduct meetings and consultations if necessary.
Tasks
The OSCE is looking to recruit three highly qualified DCAF experts who will be assigned with the below tasks.
Finalize a handbook, leaflets and flashcards on interaction of the civil society and media with the Ukrainian Armed Forces during the martial law:
- analyze and integrate the current legislation of Ukraine and other sources in the field of interaction of the Ukrainian Armed Forces with civil society during the martial law;
- monitor and incorporate activities of civil society organizations and mass media in cooperation with the Armed Forces of Ukraine during the martial law;
- analyze and use the current legislation of Ukraine and also documents of the Ministry of Defence and the General Staff of the Armed Forces of Ukraine on the interaction of the Ukrainian Armed Forces with civil society and the media to cover events and disseminate information during the martial law in Ukraine;
- monitor and refer to the documents of the OSCE, the UN, the Council of Europe and other international organizations on freedom of speech and freedom of the media in the context of respect for fundamental human rights and freedoms;
- analyze and consider the impact of gender policy on interaction of civil society and the media with the Armed Forces of Ukraine;
- integrate the rights and freedoms of military personnel of the Ukrainian Armed Forces into the handbook;
- integrate integrity in the Ukrainian Armed Forces into the handbook;
- integrate democratic control of the Ukrainian Armed Forces into the handbook.
Job Requirements
- University degree in military, social/political sciences or another related field;
• Minimum 5 years of relevant professional experience in democratic control of armed forces or its key areas such as: rights and freedoms of military personnel / gender equality in the armed forces / interaction between the armed forces and civil society and/or media / integrity in the armed forces;
• Experience in co-operation with the Ukrainian Armed Forces will be a plus;
• Experience in implementation of international projects in the above-mentioned areas will be a plus;
• Participation experience in events on democratic control of the armed forces will be a plus;
• Experience in developing guidebooks, handbooks or other publications will be a plus;
• Professional knowledge of Ukrainian;
• Excellent communication skills with proven research and drafting skills;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literacy.
