Who is the Danish Refugee Council
Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.
Purpose
The Danish Refugee Council based in Uganda seeks EOI from a Financial Service provides to distribute cash up to a value of $4,516,260 to beneficiaries through one or more Financial Service Providers (FSPs). By providing people in need with cash, DRC intends to meet critical basic needs. Cash based assistance refers to all programmes where cash transfers for goods or services are directly provided to recipients. The overall goal of DRC’s cash based assistance is to save lives and alleviate immediate suffering; it also intends to provide choice and flexibility to beneficiaries for usage of cash as per their needs. This will cover DRC’s programme sectors: Multi-Sector Response, Protection and Economic Recovery.
Background
The Danish Refugee Council (DRC) in Uganda, working closely with the government of Uganda through the Office of Prime Minister, local governments, UN agencies and other humanitarian actors is currently implementing two cash based projects. Active in 8 refugee settlements and the refugee hosting districts/neighbors in West Nile and the north of the country, existing projects support vulnerable individuals with basic immediate non-food needs.
DRC in Uganda is currently implementing two projects with significant cash components; one fully cash based while the other has one component to assists via cash. Although both projects provide consumption support through cash, the DG ECHO funded action provides includes cash for sector specific outcomes -cash for education.
DRC in Uganda anticipates a scale up of cash based transfer of assistance to targeted beneficiaries. In addition to the possibility of continuing the above two projects, there are prospects for the delivery of protection related services such CRI assistance to be done via cash.
Objectives
The purpose of this cash transfer project is to provide people with high needs and vulnerabilities cash based assistance to meet basic needs and/or address protection risks. Through the selection of an appropriate Financial Service Provider, DRC aims to provide beneficiaries with sufficient cash assistance within a short time frame.
Scope of work & Deliverables
Provide cash transfers through stipulated delivery mechanisms to DRC’s selected beneficieries.
Capacity to deliver within:
- OPTION 1: E-cash transfers to Ugandan bank accounts 1 day
- OPTION 2: E-cash transfers mobile money accounts 1 day
- OPTION 3: Physical cash distributions through an agent in field locations within targeted settlements and villages: 2 days
The provider will submit the following deliverables as mentioned below:
- Cash transfers requested and delivered to beneficieries within a specificed timeframe.
Duration and timeline
Provision of financial services will be for one year, with possible renewal by extension of contract
Eligibility, qualification, and experience required
Essential:
- Legal authorization to work in Uganda including proof of legal status.
- Legal certification from Government of Uganda to operate with cash based assistance in the form of Tax Compliance Certificate.
- Fully compliant with country legislation on KYC.
- Fully Compliant with European Union’s General Data Protection Regulation (“GDPR”) (Regulation(EU) 2016/679).
- Coverage of ability to provide cash transfers in the following locations:
- Eight (08) refugee settlements of Uganda. These include Kyaka II, Nakivale, Oruchinga, Rhino, Imvepi, Bidi Bidi, Lobule, Kiryandongo and others out of the 13 depending on need;
- Districts hosting refugees in the above settlements and others as applicable to the project.
- Capacity to deliver at least $100,000 per physical distribution round and $200,000 per distribution round for e-cash.
- Capacity to deliver as per the scope of works listed
- Experience from at least three other NGOs or two international organisation in supporting the delivery of humanitarian cash and voucher assistance
- At least five (5) years of experience in working with delivery of cash and voucher assistance transfers
Desirable:
- Proof of sound financial Capacity to pre-finance transfers
Language requirements:
- Written and spoken fluency in English.
- Working knowledge of Swahili is an advantage.

FSPs that pass the Call for EOI and are invited for the RFP will be asked to submit their financial proposal. Financial proposals should not be submitted with the EOI.

- The EOI number shall be inserted in the Subject Heading of the email
