L’Organisation pour la sécurité et la coopération en Europe (OSCE) recrute un Chef du Département Politico-Militaire à Bichkek, Kirghizistan.

 

 

 

 

 

Background:

The Head, Politico-Military Unit is taking the lead in the development, implementation, evaluation and impact assessment of the PMD programme as the tool to achieve implementation of the OSCE POiB mandate with a focus on transnational threats and law enforcement co-operation, with an emphasis on security sector governance, the fight against terrorism and violent extremism, and the fight against organized crime and drug trafficking. The incumbent co-ordinates the programmatic (project-related) work of all members of the PMD programme.

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition;
  • Possession of a valid automobile driving license and ability to drive using manual transmission;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.

Level of Professional Competence Requirements:

  • Education: Second-level university degree in a relevant field (international relations, crisis management, security affairs); a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.

Field of Expertise Requirements:

  • Extensive experience in political reform, support to political parties, early warning and conflict prevention mechanisms as well as combating transnational threats;
  • Excellent drafting, analytical and communication skills;
  • Experience in liaising with governmental and non-governmental organizations;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Cultural sensitivity and judgement;
  • Good experience in identifying potential relevant programmes and projects and their subsequent implementation, monitoring and reporting;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Tasks and Responsibilities

Under the overall supervision of the Deputy Head of Mission of OSCE Programme Office in Bishkek, the successful candidate will be tasked with the following duties:

  1. Ensuring relevance of the PMD programme with a focus on transnational threats and law enforcement co-operation, with an emphasis on security sector governance, the fight against terrorism and violent extremism, and the fight against organized crime and drug trafficking;
  2. Keeping abreast of all relevant developments relevant to the POiB mandate;
  3. Co-ordinating the preparation of outreach material describing POiB PMD activities;
  4. Defining the strategy of the PMD and allocation of necessary resources for the Politico-Military programme through the programme budgeting process;
  5. Taking the lead, with support from the other PMD officers, in developing, co-ordinating and implementing projects in the Programme Office’s activities related to countering terrorism, organized criminal activities, drug trafficking preventing VERLT, promoting cybersecurity, supporting the host State in the field disarmament and non-proliferation, border security and management, economic connectivity and cross-border trade facilitation, democratic governance, youth mainstreaming;
  6. Ensuring the full implementation of the Politico-Military Activities programme in compliance with the OSCE’s Common Regulatory Management System (CRMS);
  7. Ensuring all projects pertaining addressing transnational threats and law enforcement co-operation, with an emphasis on security sector governance, the fight against terrorism and violent extremism, and the fight against organized crime and drug trafficking;
  8. Co-ordinating with other Programme Managers in the Programme Office on how to ensure attunement of their programmes with the OSCE mandate in the field of Politico-Military activities;
  9. Ensuring timely and accurate reporting on programme implementation in the aforementioned areas with input from the Police Matters Adviser and the National Officers which supervise the subunits related to Preventing/Countering VERLT, Transnational Threats, Border Security Management, Arms Control and non-proliferation, cross-border trade facilitation, democratic governance and youth mainstreaming;
  10. Supervising the Police Matters Adviser and the National Officers which supervise the subunits related to above mentioned areas;
  11. Ensuring close co-operation with the Senior Policy and Planning Officer on all issues relevant to programming, co-ordination of programming, budgeting, reporting, and compliance with OSCE Rules and Regulations in these fields;
  12. Identifying local and international stakeholders relevant for the fulfillment of the programme and maintaining regular communication with them;
  13. As requested by the Deputy or Head of the Office and in co-ordination with the Senior Political Adviser, representing the OSCE and the Programme Office in Bishkek at international donor co-ordination meetings related to OSCE commitments in the fields of politico-military activities;
  14. Performing other duties as required.
