  • Improved enforcement of the legal framework (laws and regulations, both civil and/or criminal) and policies.
  • Improved assistance services for victims (identifying victims, providing referrals, and facilitating access to a comprehensive array of services to assist victims as they rebuild their lives); and
  • Strengthened partnerships to accelerate progress.

The project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of the Governance and Tripartism Department (GOVERNANCE) and managerially the CO Dar es Salaam. The FUNDAMENTALS Branch carries out technical cooperation, research, and advocacy functions to assist ILO constituents to respect, promote and realize the fundamental principles and rights at work, which are: freedom of association and effective recognition of the right to collective bargaining; elimination of all forms of forced or compulsory labour; effective abolition of child labour; and elimination of discrimination in respect of employment and occupation.

Reporting lines: 
Under the overall responsibility and guidance of the Director of ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda (CO-Dar Es Salaam),  the incumbent will report  directly to the  National Project Coordinator, the incumbent will works in an efficient, effective and client-oriented manner to support promotion, advocacy, media relations, events management, research, publication, documentation and information management activities in compliance with ILO communication strategies at national, and/or regional and global levels.
S/he shall analyse and follow up with the project partners who provide services to ensure optimum delivery in compliance with applicable standards; as well as ensure strategic and efficient stakeholders management and effective communication on all project activities within the Donor expectations and ILO requirements.
The incumbent is expected to effectively cooperate with CO – Dar es Salaam, including with Programming Unit, Monitoring and Evaluation, Finance Unit, and other Technical Specialists of the ILO.

Description of Duties

  • Streamline and maintain external contacts with government, employers’ and workers’ organizations, United Nations (UN) agencies and other international organizations and donors to exchange information and partnerships
  • Strengthen partnerships (National and sub-national), including coalition building, to accelerate progress in achieving the project goals
  • Support and work closely with the project stakeholders to coordinate and leverage resources and carry out promotional and advocacy campaigns.
  • Support the development and dissemination of communication and information products and services ensuring compliance with applicable standards. Assist senior management with the internal communications in the Office.
  • Develop and support the M&E officer to document and maintain and update webpages, databases, and content management systems, classifying information in compliance with applicable standards. Liaise with the project team and the project Manager for technical content, information on activities and issues of key importance.
  • Lead the design, printing and dissemination process of the various publications developed under the project. In addition, provide administrative and office support services including drafting general correspondence, initiating, and following up on administrative actions, processing requests for translation and printing.
  • Prepare and review communication and information products for layout and design in compliance with applicable standards.
  • Conduct media reviews and disseminate relevant news within the Office and to Regional Office, HQ and other concerned parties as required.
  • Liaise with media outlets and journalists to provide information on upcoming meetings and special events including on accreditation and other procedures governing media coverage of ILO events. Maintain and update a media contacts/distribution list.
  • Keep abreast of changes to communication and information management methods, techniques, tools, standards, and guidelines and share information with concerned parties.
  • Participate in the organization of meetings, conferences, campaigns, and other events by providing administrative support and ensuring the availability and dissemination of materials.
  • Prepare inputs, run reports and extract and compile data and present information to support analysis and reporting needs including documenting and disseminating good practices and case studies from the project with the M&E officer
  • Perform other duties as may be assigned by the supervisor, the Project Manager and the Director of CO-Dar Es Salaam

Required qualifications

Education

Completion of secondary school education. Training in a communication or information management-related area

Experience

  • At least six years of experience in Communications especially in a position responsible for building partnerships of public organizations to achieve common goals and effective public communication. Experience being engaged in the development and management of project communication strategies and maintaining external communications; strong understanding of Labour issues, specifically child labour and Familiarity with ILO policies and procedures would be an advantage

Languages

Excellent command of English is required.
