The new Mali Country Programme 2020-2024 has adopted an integrated life-cycle approach which recognizes the critical links of results across different age groups. The CPD 2020-2024 is organized around pillars/Outcomes corresponding to the child’s life cycle in order to improve integrated programming and teamwork around programme components.

UNICEF Mali’s vision for the next programme 2020 – 2024 is to enable children and adolescents, girls and boys in Mali, especially the most disadvantaged, deprived and hard-to-reach, as well as those affected by crises, to live and participate in resilient communities, benefiting from a protective, stimulating and supportive environment that will enable them to achieve their full potential throughout their lives.

 

Major duties and responsibilities :

Under the direct guidance of the Supply & Logistics Manager, the Supply Officer will assist in the procurement, distribution and monitoring of UNICEF’s supplies, in support of the Country Programme.

  1. Conduct local procurement through issuance of drafts of tenders, bid adjudication and contract management. Identify and recommend potential local suppliers. Maintain data on and evaluate local supply sources’ overall performance, (competitive pricing, product quality and timely delivery. Make professional recommendations to the Head of Office thru the supervisor on contract matters; evaluate and make recommendations on potential local suppliers; Create local LTA(s) to support country EPRP; Manage and account for EPRP supplies. Monitor progress of offshore and/or regional procurement through regular contacts with the Action Office(s). Communicate and report quality issues with respect to supplies and/or service agreements ;
  2. Support supply planning through coordination with Operations/Programme Sections.  Provide technical support in preparation of appropriate documents, propose technical and operational recommendations and input on specifications and supply and logistics arrangements(e.g., specification of supplies and mode of shipment/transport), facilitating cost-effective efficient procurement, in support of the country programme implementation and to ensure projects supply deliveries meet targeted goals and deadlines. Assist in the Country Programme strategy planning review to recommend on supply requirements and to provide support in the preparation of Plan of Operations and Plans of Action. Assist in the implementation of supply component of the Country Programme ;
  3. Maintain effective working relations and contact with the Supply Division, Copenhagen, to confer on supply procurement and shipping policies and procedures.  Advise the country office on policies and procedures impacting on offshore and local procurement and delivery.  Make technical and operational decisions on interpretation and application of supply rules, regulations, policies and procedures in consultation and coordination with supervisor, senior management, and/or Supply Division, as appropriate. Supervise the staff in preparation of appropriate documentation: supply requisitions, purchase orders, CRC submissions etc. Maintain Proms supply monitoring system; participate in the preparation/compilation of Proms/Rover Briefing Book generated supply status reports, required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc. ;
  4. Help to coordinate with the Programme Section on supply planning, providing technical support on procurement specifications and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme. Provide advice to the Country Office and Government on offshore and/or local procurement policies and procedures, delivery and utilization of UNICEF supplies and equipment. Team with the Programme Section and other members of the Operations Section to facilitate procurement. Help to maintain partnership and collaborative relations with UNICEF, Government, UN, and bilateral counterparts in supply activities ;
  5. Assist in the identification of training needs and plan training activities in supply administration for UNICEF’s staff/consultants and counterparts, to improve supply delivery. Conduct training activities in supply management for UNICEF’s staff/consultants and counterparts, designed to improve supply delivery ;
  6. Undertake field visits to project sites and sub-offices to inventory and monitor supply inputs.  Propose corrective actions to improve logistical procedures.  Prepares trip reports for the head-of-office and supervisors.

 

To qualify as an advocate for every child you will have

  • University degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, purchasing or contracting. Or, a recognized qualification in procurement and contracting. Educational qualification in relevant areas (operations/management, supply change management, etc.) ;
  • Minimum two years, preferably five years of relevant professional work experience, including progressively responsible work in supply management, purchasing, contracting or related fields at the national level. Experience in an international organization desirable ;
  • Be familiar with UNICEF/UN Supply/procurement Policies, Rules and Regulations ;
  • Fluency in French and Good knowledge in English required. Knowledge of the local language of the duty station is required
