Background and context
Migration in East Asia has been increasing in recent years, and it has had adverse effects on the well-being of children and their families which includes:
·Family Separation as many parents migrate from their home countries for better economic opportunities, leaving their children behind. This separation often leads to emotional distress, disrupted family dynamics, and a lack of parental care and guidance for the children,
·Exploitative Labor Conditions as migrants face long working hours, low wages, and hazardous environments,
·Limited Access to Education and health services, as migrant children often face language barriers, discriminatory policies, and a lack of documentation,
·Lack of birth registration and social Protection as migrants, particularly undocumented individuals, face significant challenges in accessing social protection mechanisms such as healthcare, legal support, and social welfare programs,
·Human Trafficking and Exploitation as the increase in migration has also led to a rise in human trafficking and exploitation, with children being particularly vulnerable to these crimes, and
·Discrimination and Stigmatization as migrant children and their families frequently face discrimination and stigmatization in host communities, which marginalizes them and denies them equal rights and opportunities.
Consultancy Objective
The primary objective of this consultancy is to develop a regional framework/approach to guide future decision-making and organizational positioning for safe migration programming in East Asia, focusing on addressing child well-being issues.
The consultant will be responsible for achieving the following:
·Formulate a strategic vision and goal for safe migration in the region, taking into account the specific needs and challenges related to child well-being.
·Identify gaps in the organization’s current practices, after conducting a peer analysis of best practices in the field of safe migration and mapping out WV’s current programming
·Develop regional-level recommendations for multi-country programming, external engagement, and fundraising efforts, with a particular focus on child well-being in safe migration.
·Map out the organization’s current programming in field offices related to safe migration, highlighting promising practices, results, and impact achieved thus far.
·Propose opportunities to scale or innovate current projects/ programs to achieve stronger linkages or greater impact in relation to migration-related issues.
·Identify regional-level opportunities for enhancing the safety and well-being of migrants, particularly children, through strategic collaborations and partnerships.
Essential Qualifications and Experience:
The ideal consultant should possess the following qualifications and expertise:
·Work Experience and East Asia Context: The consultant should have relevant work experience and/or an in-depth understanding of the East Asia context, either through academic background or practical experience.
·Migration and Migrant Workers Programming: The consultant should have experience in programs related to migration or programming for migrant workers and their children.
·Advocacy, Analytical, and Writing Skills: The consultant should have proven advocacy skills, as well as strong analytical and writing abilities.
·Communication Skills: The consultant should possess highly developed communication skills, with fluency in both written and spoken English.
Preferable Qualifications:
Knowledge of World Vision Programming or International NGOs: Familiarity with World Vision programming or experience working with a large international NGO is a plus.
