To this extend, the consultant will :

  • Define a national Action Plan: Including activities, projects, programs, plans, frameworks, policies, and strategies needed for the implementation of the national spectrum strategy.
  • Conduct desk reviews, meetings, and stakeholders’ consultations for this consultancy assignment. Particularly closely working with the National spectrum assessment experts.
  • Advise and proffer guidelines for the assessment of The Gambia’s national spectrum management practices and spectrum licensing framework by taking into consideration the requirements of the current analogue to digital migration project in terms of its implementation within the ambit of the existing Digital Broadcasting Policy.
  • Advise on Spectrum Auctioning Strategies, Methods, and Best Practices, specifically on the ones identified as Digital Dividend Bands of part of the spectrum, advise on how spectrum auctioning can fit in the Gambia context and if to be done identify ways to improve it.
  • Assess and review the current key elements of The Gambia’s spectrum management and come up with recommendations including legal framework for spectrum management, organizational structure of spectrum management, current spectrum allocation & usage, assignment and licensing, monitoring, enforcement and spectrum management inventory or database.
  • Assess the existing spectrum administrative and regulatory regime in The Gambia including Spectrum Auctioning Strategies, Methods, and Best Practices, in particular auctioning of Digital Dividend Bands if any and how spectrum auctioning can fit in the Gambia context, how it can be done better and how generated proceeds can be used to establish Digital Terrestrial Television Infrastructure for The Gambia.
  • Develop and provide a holistic and comprehensive report with recommendations that will enhance, facilitate and ensure the efficient, effective and optimal utilization of radio frequency spectrum by all stakeholders in The Gambia, to the Ministry of Communications and Digital Economy on this assignment for consideration and adoption.
  • Cross-border coordination, regional harmonization, and international negotiations.
  • National Policy Dialogue for Spectrum, Spectrum for Civil Use & Future Considerations.

CONCRETE DELIVERABLES

  • Produce an inception report for assignment and share it with client for review and adoption.
  • Produce a comprehensive report on the current legal and regulatory framework in The Gambia.
  • Develop National Spectrum Policy, Strategy and Action Plan documents:
    • Phase 1: Consultant work mobilization, work plan, work schedule, comments and approval on the work.
    • Phase 2: Assessment, Review and Delivery of First Draft Report(s) with recommendation.
    • Phase 3: Review, adjustment and delivery of the Draft policy strategy and action plan documents.
    • Conduction of Stakeholder Validation Workshop for final review of the National Spectrum Strategy and Action Plan documents.

COMPETENCIES

•    Knowledge and experience in policy development and related assessments or reviews, leading to comprehensive reports with recommendations.
•    Knowledge and a proven track record in formulating and developing at least three different policies and/or strategies within the Telecoms, ICT, TMT, or related fields.
•    Knowledge and experience in conducting policy and related assessments and/or reviewing comprehensive reports with recommendations.

QUALIFICATIONS REQUIRED

Education: University degree in telecommunications policy, telecommunications/ICTs economics and regulations or other related areas. An advanced University degree is an asset.

Experience: At least five (5) years of experience in the ICT sector, specifically with focus on spectrum management. Experience working in the Telecoms, ICT and TMT sector dealing with policy and strategy matters or related would be an asset.

Languages: Knowledge of English at advanced level.
