Job Role Responsibilities

  • Coordinate interfaces with Government agencies and external stakeholders on safety, environmental, regulatory compliance and permitting issues for ExxonMobil Huizhou Chemical Complex.
  • Focus mainly on regulatory affairs and regulatory requirements interface with government.
  • Point of contact to attend SSHE related government meetings on behalf of the company.
  • Guide Government and industry advocacy efforts for SSHE issues with potential impact on ExxonMobil Huizhou Chemical Complex project activities.
  • Help the recruit of SSHE team. Ensure that the SSHE group is adequately staffed with appropriate skill sets to provide quality SSHE resources and services to site/unit/project.
  • Set safety culture and oversee the safety of all direct reports.
  • Mentor SSHE staff, identify staff development needs / opportunities and provide timely, constructive feedback and guidance to facilitate career development and competency.
  • Provide leadership for personnel and process safety, risk, OIMS, security, health, environmental, regulatory, and emergency response/preparedness programs and overall awareness within applicable site/unit/project.
  • Manage OIMS implementation and execution such that unit/project meets or exceed the Corporate OIMS expectations.
  • Develop and steward implementation of safety management systems and processes, safety reporting, and incident investigation based on global standards and practices.
  • Communicate with and advise as necessary Senior Management on site/unit/project specific SSHE issues.
  • Facilitate implementation of risk assessment and management program elements and steward results for learnings and gap closures.
  • teward regulatory compliance assessments, OIMS assessments, and external stakeholder assessments for best practices and lessons learned.
  • Develop environmental and regulatory compliance plans and strategies consistent with operating and project requirements.
  • Accountable for project SSHE stewardship and reporting.
  • Coordinate unit/project emergency preparedness and response activities, evaluate performance, and implement improvement from lessons learned.

Required Skills and Knowledge

  • Bachelor degree or above in Engineering / Science / Polymer.
  • 10+ years in petrochemical manufacturing or project or maintenance experience, including 3 – 5 years in SSHE related. Knowledgeable about local SH&E legislation and industrial practices.
  • Proven leadership, team building, influencing, strategic, forward looking and public relations skill.
  • Government interface experience with strong communication skills.
  • Experience in international projects, MNC or JV is an advantage.
  • Be able to use English/Chinese as working language.
