En tant qu’agent de mandat (senior)/négociation de contrat, vous rejoindrez une équipe d’experts, où vous contribuerez à l’élaboration et à la conception de mandats futurs et existants, dans le but d’aligner l’identification des besoins commerciaux et des opportunités liées aux mandats de l’UE.

Le département Planification des activités et gestion des mandats veille à ce que les fonds de tiers, qui sont apportés à la BEI via un « mandat », soient gérés efficacement et alloués à des projets contribuant aux objectifs des donateurs ou des « mandants ». La Division Développement des mandats est responsable de l’origination et de la structuration des mandats, ainsi que de la supervision globale du portefeuille de mandats géré par la BEI.

Réseau d’exploitation

À ce poste, vous rapporterez au Chef d’Unité et travaillerez en étroite collaboration avec les autres membres de la Division Développement des Mandats. Vous coopérerez également régulièrement avec des collègues du département Gestion des mandats ainsi qu’avec d’autres services du Groupe BEI, en travaillant sur des activités liées au mandat. En externe, vous assurerez la liaison avec les mandants tels que la Commission européenne, ainsi qu’avec d’autres parties prenantes telles que les NPBI.

Responsabilités

Dans cet article, vous allez :

  • Négocier des accords de garantie, de financement ou autres avec la Commission européenne ou d’autres mandants.
  • Participer aux discussions avec les régulateurs concernant les modifications proposées aux réglementations budgétaires et autres de l’UE (par exemple, le règlement financier, le règlement InvestEU), ainsi qu’évaluer l’impact des nouvelles réglementations sur les mandats de la BEI.
  • Provide early-stage structuring advice on the design of new mandates, as well as to develop deal structures, term sheets and concepts for contractual agreements with the mandators.
  • Represent EIB and help organise promotional events and fundraising for new mandates (including for top-ups of InvestEU thematic financial products).
  • Raise awareness on the new mandates under development by delivering presentations and workshops (including “loan officer workshops”), preparing briefings and other documentation.
  • Advise on horizontal issues affecting multiple mandates (e.g. duty of care, business impact, tax avoidance, conflict of interest, etc.) and liaise with the relevant services in the EIB Group.
  • Design or adjust the processes and procedures to govern the delivery of a mandate.
  • Maintain constructive relationships with internal and external stakeholders, including the European Commission and NPBIs.
  • Provide coaching and support to less experienced colleagues, so to increase their knowledge in the field of mandate development, as well as to increase the efficiency and quality of the work carried out by the Unit.

Qualifications

  • Master’s degree in law, finance, economics, or another relevant subject. Postgraduate studies or professional qualifications or certifications (e.g. LL.M., CFA) would be an advantage.
  • At least 5 years of relevant professional experience in an international law firm or an international financial organisation, preferably in a role of structuring and negotiating transactions in the field of structured finance (e.g. CDO), project finance, high yield or sub-investment grade debt, mezzanine financing, venture debt or venture capital.
  • Significant experience in the negotiation of finance or fund contracts in English.
  • Experience in the framework of the EU budget and EU policies and familiarity with EIB Group or lending operations would be an advantage
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.
