Project Overview and Role:
The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a five-year program (2019 – 2024) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia.
The program aims to improve Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian issues in the region. The Program will be implemented at the national and sub-national levels though collaboration with the National Disaster Management Agency (BNPB) and other government institutions, civil society organisations and multilateral agencies. The Program will also operate across several provinces in Indonesia.
Purpose of the Position
Coordinate and lead the implementation of SIAP SIAGA Program activities at the assigned Province and Districts and ensure effective and efficient delivery of the program in strengthening provincial and district’s management of disaster risk with strong collaboration with the main program stakeholders.
Primary Duties and Responsibilities:
Under the leadership of the Head of Sub-national DRM Capacity the DRM Area Coordinator will undertake the following:
- Engage and build relationships with the Provincial and District’s government such as Planning Office (Bappeda), BPBD (and Pusdalops), Social Affair Office (Dinsos),
- Village and Customary Village Development Office (PMD and PMA), and others
- Engage and build relationships with critical non-government stakeholders such as the Disaster Risk Reduction Forum (FPRB), CSOs, NGOs, Private Sectors, volunteers organisation, and others that contributing or participating in DRM efforts in the area
- Facilitate, lead, and or coordinate discussions on policy development and review related to Disaster Risk Management at all different levels
- Facilitate, lead, and or coordinate assessment/study, identification of gaps, and recommendations to strengthen the communication of policies including public communication and accountability
- Facilitate, lead, and or coordinate assessment/study on capacity, identification of gaps, and recommendations for strengthening the DRM system in the assigned area
- Facilitate, lead, and or coordinate assessment and identification of DRM capacity at the assigned area and provide recommendations for potential DRM capacity building
- Provide technical support as needed in the development, contextualisation and/or review of policies, SOPs, and guidelines at the Province and or District level related to DRM
- Provide technical support in ensuring strong risk analysis application in the Government’s planning, particularly for Preparedness and Mitigation
- Provide advice and input for other activities under the SIAP SIAGA portfolio.
- Manage short-term consultants to support sub-national program activities
- Provide reports and updates on program activities as needed.
- Provide analysis and technical inputs related to program activities as needed.
- Participate in regular team meetings and briefings.
- Other tasks as requested and agreed with the supervisor or Team Leader.
Duration and location
The initial contract period will be for 12 months with further extension based on performance and depending on program needs. The three positions will each be based in one of the three priority provinces for SIAP SIAGA (Bali, NTT, and East Java) with possible travel.
Key Relationships
- Reports to the Head of Sub-national DRM Capacity (at hub location Bali).
- Coordinates closely with other sub-national Advisers, the national operations team and advisors, Government officials, and other key stakeholders. ls, and other key stakeholders.
Required Qualifications:
- The position is open to Indonesian nationals who are ideally based in either Bali, NTT, or East Java, with the following qualifications, skills and experience:
- Degree in Social Science, Project Management, Business Administration, International Development, Humanitarian Affairs or other related fields.
- Minimum 10 years’ experience in Disaster Risk Management, Humanitarian Operations, and/or Disaster Risk Reduction including a minimum of 7 years’ experience in Government capacity building in DRM or DRM system development.
- Strong coordination and partnerships building skills, preferably with experiences in public-private partnerships.
- Strong understanding of Disaster Risk Management or Disaster Management and in particular the DRM context in Indonesia.
- Strong project management skills.
- Strong knowledge of global and regional DRM issue, SDG, and SFDRR and understanding of Indonesia’s government priority on DRM (in RPJMN and RPJMD) preferable.
- Strong communication, writing and analytical skills.
- Demonstrated ability to influence and advocate issue to key stakeholders toward solution and decision making.
- Fluent in English (written and spoken) and Bahasa Indonesia.
