Invest In Africa Ghana, a non-profit organization, has received grant funds from the African Development Bank Fund for African Private Sector Assistance (FAPA) towards the cost of establishing a Business Linkage Programme, and intends to apply part of the agreed amount of this grant to payment under the contract for Consultancy Services to evaluate the effectiveness of the BLP in meeting the program objectives.
The consultancy services included under this project are as follows :
- Plan, organize, meet and interview partners and stakeholders to obtain project information ;
- Review programme documents, baseline information and any recent impact information ;
- Outline evaluation plan ;
- Use the mixed methods approach to review the programme design, impact on beneficiaries, achievements and challenges to highlight important lessons for future strategic and programming decisions ;
- Assess the extent to which the programme has achieved its stated objectives ;
- Evaluate the quality of the operations that were employed to meet programme objectives ;
- Assess the efficacy and effectiveness of the programme against agreed, planned and expected actions and objectives ;
- Based on the findings, provide recommendations that will inform efforts to replicate the programme in other jurisdictions ;
- Assess the results (intended and unintended) of the BLP against its objectives to determine what was achieved, what was not and the reasons why ;
- Review performance of the BLP along the criteria of relevance, efficiency, complementarity and coordination, effectiveness and sustainability ;
- Evaluate the effectiveness of the BLP Implementation Structures such as the Advisory Board, Partner contributions and Steering committee.
Invest in Africa Ghana now invites eligible and interested consulting firms to indicate their interest in providing the required services. Interested firms must provide information showing clearly that they are qualified to undertake this assignment (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The consultants may constitute joint ventures to enhance their chances of qualification.
Evaluation of EOI will be based on the following evaluation criteria :
- Organizational capability and experience of the consultant ;
- Key professional personnel ;
- Experience in similar environment ;
- Experience in similar assignments.
The deadline for submission of EOI will be 16:00 p.m. (GMT) on Monday 29th June 2020 (please note that all hard copies will be received only on the deadline date at the address stated below. Soft copies can however be sent earlier through email).
Consultants are to submit (in hard copy) One (1) Original Copy and Four (4) Photocopies of the EOI.
The method of selection shall be Consultants’ Fixed Budget Selection method. Eligibility criteria, establishment of the short-list and the selection procedure to be used, shall be in accordance with the African Development Bank’s “Procurement Policy Framework, October, 2015, which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy
