JOB TITLE: Project Officer 

(For Myanmar National Only)

Role purpose: 

Project Officer (PO) is the team leader of assigned team, and is responsible for planning, implementation, monitoring and evaluation of project activities funded by GFATM. S/he is responsible to assist the Project Coordinator in overall management of project activities.

Key accountabilities: 

Program Delivery

  • Together with the Project Coordinator, responsible for activity planning, implementation and review to ensure the achievements of project outputs are in accordance with project’s objectives, approved budgets and logical framework.
  • Responsible for effective and efficient implementation of Malaria program.
  • Conduct, lead and facilitate the trainings, meetings and workshops.
  • Conduct regular monitoring visit to assigned project villages.
  • Organize, administer and facilitate capacity building activities in assigned reporting site/s.
  • Coordinate with local authorities in their area of jurisdiction.
  • HR management on the project staff; Project Assistants (if there is new recruitment in this posts)  and Community Development Facilitators, provide them with support and guidance in their professional activities to ensure successful project implementation.
  • Conduct thematic/sector specific skills building sessions among community members and other stakeholders in area of assignment
  • Assist the Project Coordinator to ensure that project inputs are provided in a timely manner; procure/arrange for project supplies and materials as needed.
  • Support the team in developing work plan (monthly and weekly) including setting targets and objectives for the team, and regular follow-up
  • Remain in close contact with the Project Coordinator for all project-related matters.
  • Assist in developing training manuals
  • Assist the Project Coordinator with periodic and other reporting including provision of primary data and other related documents in an efficient and timely manner.
  • Collect program data for operations research as needed.
  • Especially responsible for stock management and regular stock check up in communicating with community development facilitators
  • And need to emphasise for mobile case base reporting (MCBR) issues in coordination with MEAL officer, Project Coordinator and community development facilitators

Program Management

  • Monitor and document the progress of project activities in assigned area/s.
  • Prepare and submit reports on the assigned areas/s.
  • Participate in the recruitment of project staff.
  • Supervise the  Community Development Facilitators in the implementation of their functions and provide support as needed.
  • Appraise the performance of junior project staff, identifying training needs and promoting a learning environments for them including ensuring a reference set of training materials is both on hand and up to date.
  • Assist the Project Coordinator in staff capacity building and team building activities.
  • Together with the Project Coordinator, ensure that project resources are used optimally and that expenditures comply with internal controls set by the Finance/Grants Units;
  • Assist the Project Coordinator in budget projection (for new project developments), budget phasing and review in line with project activities
  • Responsible for timely and adequate supply of essential drugs, diagnostics and other consumables to the ICMVs (Integrated Community Malaria Volunteers)
  • Participate in project survey and need assessment as required – preparation of tools, field plan and conduct assessment.
  • Assist the Project Coordinator in facilitating the donor and senior staff visits to project sites

Behaviour Change Communication 

  • Responsible for health education sessions, behaviour change communication and awareness raising activities at the village level including trainings of community health volunteers.
  • Responsible for encouraging community participation in health activities to ensure long term ownership and effectiveness of the program.
  • Frequently meet with community health volunteers and village representatives and discuss about health related activities at village level.

Communications

  • Ensure all relevant local authorities particularly Department of Public Health are informed of the project activities in advance
  • Ensure that project related information are relayed to Community Development Facilitators
  • Ensure and maintain good relationship with Government Health Staff for optimum achievements of project outputs

Others

  • Work collaboratively with other teams to ensure effective monitoring, evaluation and documentation of the project
  • Assist in documentation of process and impact of the program as needed.
  • Organize the various project intervention campaigns such as distribution of LLINs, Active Case Detection and Mass Malaria Screening with participation of CHWs and community and in special days like World Malaria days, Nutrition weeks and Immunization weeks, etc
  • The candidate must have the flexibility of responsibility according to the project’s need i.e. SCI is working in a constantly changing humanitarian and development aid environment, reasonable specific work duties may be requested that may not fit into the above responsibilities, but which will help promote over all programs goals and aims.

Child Safeguarding Responsibilities

  • Ensure that all beneficiaries of your program are receiving ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

Person specifications:

  • Any graduates preferably in subject related to health with at least 3 years working experience in malaria/TB/HIV/ MNCH
  • Experience and/ or knowledge of effective financial and budgetary controls for funds intended for area/s of  jurisdiction
  • Good English communication skills, both written and verbal.
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
  • Willingness to travel and work in difficult and challenging working environment.
  • Experience and knowledge of computer software including Microsoft Word and EXCEL.
  • Good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team.
  • Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.
  • Sensitivity to the cultural & political environment, and ability to learn about these.
  • Adaptable and practical, diplomatic skills and behaviours.
  • Commitment to and understanding of Save the Children’s aims, values and principles
  • Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
