Mission
Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call is currently focusing its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict and the protection of the medical mission.
In Eurasia, Geneva Call leads humanitarian engagement in Afghanistan, Myanmar, Thailand, the Philippines and Ukraine as a mean to prevent the negative impact of armed conflict on civilian protection.

Role
Reporting to the Country Director, the Head of Support is responsible and accountable for the efficient management of Finance, Human Resources, Administration and Logistics at Geneva Call in Afghanistan. This position provides strategic oversight of the support services departments across the Geneva Call programme in Afghanistan, ensuring that best practice is being implemented.
Core responsibilities
Finance
- Support the CD and Country Support and Programme in the formulation, implementation and monitoring of annual business/project plans, budgets and forecasts.
- Produce monthly Budget vs Actual reports and present these to GC country management, highlighting potential issues with current projects and propose mitigating strategies.
- Identify and report on financial trends, working collaboratively with the country management to produce options/scenarios/corrective action plans that ensure ongoing financial stability for the Country Programme.
- Ensure compliance with Geneva Call and Donor policies.
- Provide financial management oversight and support, developing the capacity and career development of National staff, ensuing financial consistency and quality.
- Oversee the financial management of partner delivery contracts.
- Lead on audit matters.
- Manage and review the monthly accounts closing process for the programme, ensuring HQ deadlines are met.
Human Resources
- Advocate GC’s culture and values.
- Ensure compliance with GC’ policies and the local labour law in all procedures and processes.
- Provide HR Management support to the country director to ensure a strategic approach to HR issues, promoting good management practice, and strengthening HR capacity throughout the programme.
- Develop management capacity and understanding of HR and people management issues to ensure sustainable HR frameworks, improve employee relations and enhance job performance and productivity.
- Develop, monitor, and review national staff HR framework to ensure legal compliance and best practice within the country programme.
- Ensure the national law is known and followed.
- Maintain relationship with local HR networks.
Administration
- Oversees administrative tasks and coordinates accordingly with senior management and support services team.
Logistics/procurement
- Ensure that all procurement and logistics activity is carried out in line with policies and procedures, donor requirements and INGO best practice, maintaining appropriate controls and accountability, ensuring best value for GC.
- Tender of service providers, contract ownership and relationship management
People Management
- Direct manager of a team of 5 to 7; provides operational guidance to the Support Services Team.
Main qualifications
Education and experience
- Demonstrable experience working overseas, preferably in International Aid and development with a Humanitarian Agency in a developing country.
- Minimum 8-10 years of experience.
- Experience of working in conflict affected areas and security management.
- Experience of developing and implementing security policies, protocols, and procedures.
- Experience of developing, implementing, and using logistics and administrative systems and procedures.
- Professional qualification as a chartered accountant or certified accountant preferred.
- University degree in Finance, Economics, or Accounting with relevant experience will be considered.
- Effective financial management skills including complex financial scenario planning.
- Project and Programme costing.
- Good understanding of financial risk management approaches.
- Production of high-quality financial reporting and analysis.
Technical skills
- Excellent communication skills.
- People management skills gained in previous experiences.
- Mature and responsible approach.
- Excellent dispute resolution, facilitation and team building skills.
- Ability to work under pressure and in conflict affected settings, and to handle multiple tasks simultaneously.
Languages
- English (C1-C2).
- Pashto or Dari is an asset.
- Additional language skills of the country of operation would be an asset.
