Job Description:
Technical Tasks :
- Prepare/develop quality design package (drawings, BoQs and technical specifications) for the construction and rehabilitation of water supply networks (gravity fed and solar powered systems where appropriate) and sanitation facilities;
- In close collaboration with the Provincial RRD ensure the details of the BoQs and drawings are finalized and stamped;
- Develop the tendering documents (TOR for Construction Company) and ensure that other requirements and guidelines by Supply Chain department are adhered to;
- Ensure that project designs are based on consultative processes with communities, conduct community consultation meetings in each target community to verify the locations for water infrastructure improvements and households for rehabilitation/construction of sanitation facilities. Women Shura will conduct separate meetings with women in the village to ensure that the selection of site fits women’s needs and can be easily and safely accessed by women. The final decision on selection should include women’s feedback and women Shura agreement;
- Ensure that all sites identified for water supply are pretested for water quality. All identified water sources have confirmed water quality results before designs are finalised or handed over for construction. (WV is strict regards compliance to water quality standards);
- Final community selection subject to passing pre-construction water quality test for key parameters;
- Create the construction master plans for each location and type of intervention;
- Ensure all designs for new works or rehabilitation are gender and disability inclusive (safe, provide for privacy, easily accessible and usable for both women and men, children and persons with disability).
Quality Control and supervision :
- Handing over project sites to Project managers and engineers ensuring that there is clear understanding on all technical aspects and deliverables;
- Conduct training of trainers (TOT) training on water supply system and sanitation facility implementation processes for project engineers and construction supervisors, ensuring that they can in turn train communities on WASH infrastructure maintenance;
- Provide technical support for all projects within the province monitoring and supervising project engineers ensuring that all standard field operation processes, terms of reference for activities, BOQs and technical specifications are complied with;
- Review project implementation plans from project engineers ensuring that they are aligned with master plans for construction works;
- Ensure all required resources for every single construction project at community level are well estimated and planned for procurement;
- Ensure quality control within construction/rehabilitation work by providing necessary on the job training for construction supervisors;
- Develop all necessary monitoring checklists and supervision tools used for construction & rehabilitation projects and hand them to field engineers;
- Check the quality of the materials provided by the construction company and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specifications;
- Ensure that water, sanitation and hygiene program is fully and timely implemented in accordance with community needs and standards in the project-targeted areas;
- Liaise with project managers, and construction supervisors on progress of construction/rehabilitation works, and give technical guidance as necessary.
Reporting, Monitoring and Evaluation :
- Review and ratify completion certificates submitted by project engineers for the payment claims made by the construction company and where necessary assess and validate the works executed;
- Report any deviation or noncompliance by projects or project engineers concerning construction activities to WASH advisors and WASH Sector lead;
- Ensure that project engineers and construction supervisors coordinate with DRRD on implementation including joint monitoring visits;
- Providing good quality field visit reports and overview on monthly progress for all construction works across all projects within the province;
- Review and endorse completion reports that are prepared by engineers at end of each infrastructure or project completion;
- Maintain the provincial file records for all WASH project activities and ensure that project engineers are processing proper documentation using project technical documents such as drawings, BoQs, Specifications, completion report, hand over forms etc;
- Provide provincial report and inputs for the WASH Business Plan quarterly, semi-annual & annual report;
- Provide input to WASH advisors for the relevant monthly and quarterly reports for governmental departments in Herat, Badghis, Ghor & Faryab;
- Work with M&E to regularly track and report on progress towards WV water, sanitation and hygiene targets.
Capacity building of community structures :
- Ensure establishment of water management committee (WMC) per each village for project sustainability and proper operation & maintenance of infrastructure ensuring that women’s representation is considered;
- Ensure that WMC get enough on-site practical training during construction phases of work in order to get technical orientation of all constructed parts.
Other
- Adhere to WV Child and Adult Safeguarding policy and standards;
- Adhere to WV accountability standards;
- To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (Herat, Badghis, Ghor & Faryab) interventions.
Job Requirements:
Required Professional Experience :
- At least 3 years of experience as WASH /Construction Engineer;
- Experience in construction of water supply network in hard to reach areas;
- Fully knowledge of water supply networks component.
Required Education,training, license,registration, and certification :
- Bachelor’s degree in civil engineering, hydraulic engineering, Geodesy engineering and integrated water resource management;
- Knowledge of MS Office and statistical programs, AutoCAD, Water gems and other related construction design programs;
- Fully knowledge and experience of water gems software for designing the projects.
Preferred Knowledge and Qualifications :
- Ability to work in a team environment;
- Ability to travel to all districts of Herat, Badghis, Faryab and Ghor (where applicable);
- Strong monitoring skills;
- Communication skills and knowledge of local communities;
- Familiarity with context of Herat, Badghis, Faryab & Ghor provinces (where applicable);
- Good report writing skills;
- Ability to engage with different stakeholders and partners in the project site;
- Interpersonal, management and conflict resolution skills.
Travel and/or Work Environment Requirement :
Accessibility to the below mentioned areas/locations is required (please specify): Herat, Badghis, Ghor and Faryab. (Please indicate districts per province if necessary).
Physical Requirements
To be able to travel to remote districts and areas of Herat, Badghis, Ghor and Faryab provinces.
Language Requirements
Fluency in English, Dari and/or Pashto, both written and spoken
