iMMAP was formed in late 1998 to lead the first internationally coordinated effort to combine information management, sociology, and geographic information system (GIS) technology to define the scourge of landmines and explosive remnants of war (ERW) and measure their impact on communities. In 2001 the United Nations asked iMMAP to take what it had learned and developed in addressing the ERW threat and apply this to coordinating humanitarian activities in Afghanistan. Since that time, iMMAP has deployed at the request of the United Nations and international donors to most major humanitarian crises on the global scene.
Scope of Work
As the Information Systems Coordinator for iMMAP’s program in Afghanistan, you will play a crucial role in supporting the humanitarian sector by supervising and supporting the ReportHub and Humanitarian Spatial Data Center (HSDC) platforms. ReportHub is a widely used platform that provides vital support for the humanitarian sector and cluster coordination, serving approximately 120 organizations across Afghanistan. The HSDC provides information on populations, infrastructures, and areas at risk of natural hazards, enabling more effective humanitarian programming and support for disaster risk reduction efforts. In this position, you will be responsible for providing direct technical supervision of both platforms, ensuring that all required technology upgrades are made to improve flexibility and adaptability in response to emerging needs in humanitarian programming.
You will report to the Country Representative and work closely with the Technical Advisor in Afghanistan, collaborating with the iMMAP Chief Technology Officer to oversee the management of iMMAP online platforms. As the Information Systems Coordinator, you will also develop and maintain relationships with humanitarian partners and supervise the quality of services delivered to them according to iMMAP standards.
Responsibilities:
- Supervise the development and maintenance of the HSDC and ReportHub platforms, ensuring they meet emerging needs in humanitarian programming.
- Guide and coach the team on how to use Agile/Scrum practices and values.
- Support and educate the Product Owner, especially with respect to maintaining the product backlog.
- Lead the team in prioritizing and resolving platform-related issues.
- Foster a collaborative team environment and support team members in developing their problem-solving skills to address issues more efficiently.
- Propose innovative platform functionalities, new systems, and solutions to partners, and contribute to the concept note and proposal writing.
Coordination:
- Collaborate with the iMMAP Afghanistan IM team to identify needs that could be addressed by the IM systems/platforms.
- Oversee the engagement with partners to ensure that their needs are identified and addressed.
- Promote the effective use of the platforms in collaboration with the Outreach Officer.
- Oversee the helpdesk service ensuring exceptional quality of service to internal and external stakeholders.
- Perform additional duties as may be assigned by the Country Representative and/or Technical Advisor.
Team Management:
- Lead and coordinate the team to ensure the timely completion of deliverables and achievement of expected outcomes.
- Identify and recommend training and capacity-building opportunities for team members.
- Work with the team to ensure compliance with organizational policies, standards, and processes.
Compliance and Quality Assurance:
- Ensure compliance in the area of accountability and data integrity within and among team members, and report and/or resolve issues of non-compliance.
- Adhere to iMMAP branding guidelines for all iMMAP products and correspondences.
- Engage and encourage team members to create and maintain relevant (technical) documentation.
These responsibilities are vital to the success of iMMAP’s program in Afghanistan and are integral to improving the lives of vulnerable populations. As the Information Systems Coordinator, you will be at the forefront of this work, leading the way in delivering effective and efficient humanitarian programming.
REQUIREMENTS
Education
Graduate of an Institute or University in the field of Information Technology, Information Management, Geography, GIS, or Computer Sciences.
Experience
- At least 5 years of progressively responsible experience in humanitarian information management, GIS, and web platform development.
- At least 2 years of Project Management years experience is a must, and leading Software development projects is a pre.
- Experience in collaboration and partnership with humanitarian actors (Clusters, INGOs, NGOs…)
- Advanced knowledge of programming theory and relational database principles.
- Advanced knowledge of software engineering theory and applications.
Soft Skills
- Ability to coordinate with UN, international, and national NGOs.
- Ability to work under pressure and long hours at different locations.
- Flexible and adaptable to any situation.
- Self-reliant and able to work independently.
- Experience working with multicultural teams and in a partially remote setting.
Technical skills
- Experience with SQL.
- Familiarity with remote sensing methods and tools for disaster analysis.
- Skills in photogrammetry for map creation using airborne and satellite data.
- Knowledge of ESRI products and tools.
- Expertise in GIS database management, particularly with PostGIS, PostgreSQL, GeoServer, MapServer, and Mapnik.
- Proficiency in Google Earth Engine and satellite data analysis.
- Experience with Python.
