REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTANT: LAND GOVERNANCE EXPERT
- The African Development Bank (AfDB) is recruiting for an Individual consultant to assist AHAI.S and AHAI.2 Divisions in designing projects and Programmes and various technical expertise as part of the implementation of the Land Governance Flagship Program. The Bank is implementing a land governance flagship to create an enabling environment for implementing the Feed Africa Strategy for Agricultural Transformation in Africa (2016-2025). The Land Governance flagship supports the implementation of Feed Africa as one of the Bank’s High 5s, using inclusive and sustainable good land governance to foster structural transformation to achieve enhanced economic growth, reduced poverty, and improved livelihoods. More specifically, the Land Governance flagship objectives are to increase equal and secure access to land and land tenure security, reduce conflicts and compete for land claims, and promote sustainable and efficient land use for food and production.
- The selected individual consultant is expected to:
- Undertake researches and analyzes technical, social, economic, environmental, institutional, and technology-related information, data and statistics and/or related policy issues to identify potential entry points and support the mainstreaming of land governance in agriculture investment Programmes, projects, products, and services;
- Provide technical support/analysis and backstopping to various assessments, studies, initiatives, including developing project concept notes and project proposals.
- Provide technical backstopping to and ensures the quality/effectiveness of capacity development activities, including preparation of related information, learning materials, and training for:
- Regional Member Countries such as policy support, organizational development, and learning events
- Task Managers and country economists in mainstreaming land governance in investment projects and programs
- Support resource mobilization activities as per the Bank’s procedures and guidelines to secure resources for land-related interventions.
- Support the finalization of the guidelines that provide the Bank’s task managers with a step-by-step process for mainstreaming land governance in all phases of the Bank’s agriculture Programmes and projects.
- Produce advocacy, awareness-raising, and extension materials on land governance- High 5’s linkages and outlining promising practices.
- Participate in organizing technical assistance and advisory, identification, preparation, and appraisal missions to help Regional Member Countries and Regional Economic Communities according to their practical issues, challenges and needs, and.
- Provide technical guidance and advice on land governance to other experts within AHAI and the Bank’s field offices on various activities of the project cycle.
- Develop an M&E mechanism for tracking progress on the implementation of land governance issues in the Bank’s agriculture investment Programmes and projects, based on developed indicators at the country and continental levels.
- Participate on behalf of the Bank in various seminars and conferences on Land governance.
- Participate in Country Team meetings, based on instructions of the AHAI.S, AHAI.2 Division Managers or at the request of the Principal Land Officer.
- Perform other duties as assigned by AHAI-S and AHAI.2 Division Managers and AHAI Department Director.
- In this regard, the Agriculture and Agro-Industry Department (AHAI) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).

Duration of the Assignment :
The estimate-working period (level of effort) is for six (6) months calendar from 1st February 2019 renewable for another period of six months based on the performance and needs of the Bank. The consultant will provide a monthly report.

Desired Qualifications :
- The consultant must hold a Advanced university degree (Master’s degree or above) in land-related disciplines, including land law, land administration, Economics, agricultural economics, agriculture development, natural resources management, or related fields. It must be justified by at least ten years’ experience on land governance issues, including specific experience in the development of land governance for agriculture transformation initiatives in Africa of at least five He/ will also have a vision, professional competence and proven mastery of Land governance issues in agricultural development projects. He/she must have a great knowledge Knowledge and solid analytical capacity on land-related issues (including political, economic, social, and cultural dimensions), especially applied to the African context. He will also have computer skills, especially with regard to the Windows environment and standard Microsoft applications. He/she must be able to communicate fluently, in writing and orally in English and/or French. The consultant must finally be available from any engagement during the entire duration of the mission.

TERMS OF REFERENCE
1) BACKGROUND AND RATIONALE
The Bank has launched a Feed Africa Strategy for Agricultural Transformation in Africa (2016-2025) that takes a “commodity value chain approach” for a competitive and inclusive agribusiness sector that creates wealth, improves lives, creates jobs, secures the environment, and alleviates poverty. The Strategy notes that land tenure security remains a major component for an enabling environment that can facilitate the implementation of the Strategy. The implementation of the Strategy started when most African countries have basic land tenure laws that are incomplete and poorly enforced, deterring private investment.
Feed Africa Strategy highlights the Bank’s catalytic role in assisting Regional Member Countries (RMCs) in creating enabling conditions for agricultural business-led transformations. Some improvements in the land sector will be necessary to create an enabling environment for agricultural development. One of the most important factors is the availability of land resources upon which small-scale and commercial agricultural activities occur. Agrarian reforms are crucial not only for the rural farmers but also for foreign and local commercial investors, some of whom seek to engage in large-scale farming, including extensive irrigation networks.

2) OBJECTIVES OF THE CONSULTANCY
The consultancy aims to help regional member countries strengthen and scale up their efforts to resolve land questions and help deliver the continent’s agriculture transformation. The objective of the consultancy is to provide technical support to the Department of Agriculture and Agro-Industry in:
- design, preparation, and implementation of Banks national and regional Programmes and projects while resolving land-related issues and challenges
- mainstream land governance in Banks national and regional agriculture investment Programmes and projects to increase productivity, paving the way for agriculture transformation and attain food security.
3) DUTIES AND RESPONSIBILITIES
Under the supervision of the Principal Land Officer and the Division Managers, AHAI-S and AHAI-2, the Consultant will provide support for the implementation Land Governance Flagship program, including designing, preparation, appraisal and, participation in various missions at regional and national level in the Southern Regional countries. The Consultant will also support the Land Governance Flagship Progamme Resourse Mobilisation. The Consultant will be responsible for the following tasks:

4) SELECTION criteria (including desirable skills, knowledge and experience)
- Advanced university degree (Master’s degree or above) in land-related disciplines, including land law, land administration, Economics, agricultural economics, agriculture development, natural resources management, or related fields.
- Knowledge and solid analytical capacity on land-related issues (including political, economic, social, and cultural dimensions), especially applied to the African context.
- A minimum of ten years of progressively responsible experience in a land-related field, especially developing and implementing land governance (including policies and land administration) strategies, programs, and projects.
- Working experience or knowledge about Sustainable land management will be an asset.
- Proven ability for team-working and multi-tasking; great facilitation, communication and computational skills; resourcefulness, attention to details and client orientation;
- Strong computer skills and ability to use standard software packages (word, excel, outlook, power-point);
- Excellent written and oral communication skills in English and/or French, with practical knowledge of the other language.
- Proven ability to interact competently with technical and administrative staff
The Consultant must be free from any engagement during the entire duration of the consultancy
5) MANAGEMENT/SUPERVISION AND REPORTING
The Consultant will submit a monthly report detailing the activities carried out and the status of each activity. In addition, the Consultant will submit an end of Contract report on the completion of the contract. He/she will formally report to the Principal Land Officer and the Division Managers, AHAI-S and AHAI-2.
6) DURATION AND ADDRESS OF THE CONSULTANCY
The consultancy is six months (6), from the date of signature of the contract with the possibility of renewal, based on performance and availability of funds. The consultancy is home-based but requires field missions, both virtual and physical, to various RMCs.
