PURPOSE OF THE ASSIGNMENT:
To support PAH on a global level to secure evidence-based development of global and national guidelines, approaches, trainings and implementation tools for Project Cycle Management Strategic Initiative, in particular those areas related to data management, collection and analysis including needs assessment, monitoring and evaluation data collection.
Key Duties and Responsibilities
Under the supervision of Global Head of Programmes and in close collaboration with global program staff and PAH’s country level Head of Programmes, the Consultant will take the role of an internal advisor and undertake the following tasks:
- Analyse key international standards regarding MSNA and data management, collection and analysis to better understand the needs of humanitarian and development sectors and create a data system policy for the organisation.
- Improve on developed project cycle management guidelines in areas related to MSNA, data management, in alignment with PAH global and country specific strategies and contexts. Including internal standards on climate change adaptation and mitigation, accountability to affected population guidelines, vulnerable groups involvement, market based approach, localization, age, gender, disability, and other relevant cross-cutting issues.
- Development of an inclusive policy brief for MSNA, data management, collection and analysis with components of both program and MEAL data collection and cross-cutting issues. This will form a suite of documents including guidance and a step-by-step operational guide on how to implement accurate MSNA data management, collection and analysis, involving marginalised groups in disaster and emergency setting across PAHs countries of operations.
- Develop MSNA tools that can be adjusted to country specific context.
- Provide country specific management, guidance, and technical oversight for selected new and existing projects data management, collection and analysis throughout the project cycle. Serve as the technical lead and technical writer to ensure quality proposals in regards to data management, collection and analysis per agency and donor standards. Provide technical inputs to other ongoing projects. Contribute to budgeting and staffing plans and activities for proposals.
- Support effective talent management for country specific MSNA, data management, collection and analysis. Provide coaching related to specific data collection and analysis related programming.
- Lead the development of program learning – develop and conduct internal trainings, identify and train internal focal points; identify external opportunities for learning, research and publications in the area of country specific needs assessment, data collection and analysis including relevant MEAL approach. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices. Followed by the actual capacity development sessions during the in-country deployments.
- Oversee technical assistance and capacity strengthening activities in data collection and analysis for staff, in coordination with other project management staff, to enhance program quality and impact.
DELIVERABLES:
- Inception report detailing a work plan.
- Revised, developed MSNA tools, data management, collection and analysis internal guidance and strategy (including needs analysis, monitoring and evaluation data collection), with recommendations for replication in country specific context.
- Comprehensive training module along with the relevant additional educational materials.
- At least one training delivered on global level (TOT) and one on country of operations level.
- Recommendations for partnerships, joint programming and strategic and operational collaboration (on global and country specific level if feasible).
- Final report and knowledge management package enabling PAH to assume handover of deliverables for further development and implementation submitted to and approved by PAH program management.
The successful candidate will be selected based on the qualification requirements described below:
- Master’s Degree in Data Science, Economics, Econometrics, Statistics, etc. or another relevant field required. Additional experience may substitute for some education.
- Minimum of 5 years experience in relevant field-based project management experience required
- Minimum 4 years experience in relevant work in data scientist, data analytics, information management, or similar role, in humanitarian / development contexts (e.g. needs assessments, monitoring and evaluation, etc.);
- Experience in managing moderately complex projects preferably with an international NGO, is an asset.
- Experience in one or few of these countries: Ukraine, South Sudan, Somalia, Kenya, Madagascar, Lebanon, Yemen.
- Experience designing and implementing automation tools and processes for humanitarian / development
- Prior experience with and good understanding of quantitative data processing and analysis methods, including descriptive and inferential statistics;
- Good understanding of statistics and statistical analysis;
- Extensive experience working with at least one analysis software package/ language (Python, R, SPSS, STATA, etc.).
- Strong analytical skills, report writing skills and communication capacity (both written and oral) are essential. Ability to conceptualise and convey strategic vision from the spectrum of data management. Excellent interpersonal communication and team-working skills. . Commitment to quality and timely results.
- Experience in needs assessments, monitoring and evaluations, information management in field research settings in an international context;
- Experience in coding data collection tools for mobile data collection platforms;
- Experience in developing and conducting trainings.
- Experience in developing strategies and guidelines documents
- Willingness and ability to travel to different country program locations depending on the conflict and the security situation (possible at least 1 travel per consultancy contract)
- Advanced working knowledge of English.
