GENERAL PROCUREMENT NOTICE
- The African Union Commission has received a grant from the African Development Bank/African Development Fund/Trust Fund to finance the Africa Centres for Disease Control and Prevention (CDC) COVID-19 Response ;
- The principal objectives of this project are to: support Africa CDC’s COVID-19 Pandemic Preparedness and Response Plan by reinforcing the delivery capacity of the Africa CDC and its Regional Collaborating Centres to mitigate and contain COVID-19 pandemic, while also building long-term capacity to manage future public health pandemics and outbreaks.
2.1 The specific objectives include :
- To build and strengthen systems for disease detection and epidemiological intelligence at Africa CDC and in Member States ;
- To expand laboratory capacity for SARS-CoV-2 detection ;
- To strengthen African National Public Health Institutes ;
- To support national emergency response ;
- To strengthen Africa CDC’s ability to provide guidance, technical advice and oversight to continent-wide response.
2.2 Project Modes of Procurement: – The following modes of procurement will apply during the project implementation :
- Limited Competitive Bidding (LCB) ;
- Quality Cost Based Selection (QCBS) ;
- Individual Consultant Selection ;
- Least Cost Selection (LCS) ;
- The project includes the following components :
3.1 Technical Assistance and Capacity Building: This component will support Africa CDC’s measures at the country level to prevent transmission, severe illness and death from COVID-19 infection and minimizing the social disruption and economic consequences of the pandemic. The support will include provision of technical assistance, medical supplies and equipment and trainings. Specific activities include ;
- Purchase of Infection, Prevention and Control (IPC) and clinical management equipment and accessories ;
- Purchase of RT-PCR test kits and cartridge-based test kits/COVID-19 Antigen Test-Kits (Lab support) ;
- Purchase, installation and maintenance of analytical software’s & platforms (EMS, analytic software and mapping software’s) (Survey support) ;
- Procurement of Personal Protective Equipment to be distributed to member states.
3.2 Institutional Support and Project Management:- Under this component, it is expected that technical assistance shall be provided to member countries by enabling continent-wide data collection, syntheses, communication, and coordination of COVID 19 response actions ;
- Management of the project by supporting the reinforcement of Africa CDC’s technical capacity through hire of individual consultants to support the COVID-19 response and support preparedness, and build resilience for other future public health outbreaks ;
- Recruitment of Project implementation team (Project coordinator, procurement and finance officers) ;
- Recruitment of health experts and emergency response health experts (International and National) ;
- Recruitment of consultants and facilitators to support capacity strengthening of member states’ Public Health Institutions;
- Outsource a firm to recruit and hire 3,000 Community Health Workers (CHWs) to Member States to support in contact tracing activities ;
- Hire of a firm to undertake Project Audit (Finance and Procurement Audit).
3.3. Contribution to the Africa Union COVID-19 Response Fund: – The project will support the establishment of the Africa Union COVID-19 Response Fund set up by the Heads of State and Government in March, 2020. The Fund will receive resources from different donors and will enhance the efforts of Africa CDC to strengthen capacity of countries across Africa to respond effectively to COVID-19 and other disease threats. Specific to COVID-19, the ADF support to the Fund will be to enable testing of more than 10 million Africans by the end of 2020 through Partnership to Accelerate COVID-19 Testing (PACT) initiative.
- Specifically, the fund will support the purchase of test kits ;
- Contribute to hiring and deployment of CHWs ;
- Support logistics related activities of response items to the member states ;
- Procurement of goods and/or works will be in accordance with the Bank’s Rules of Procedure.
