NON-OIL REVENUE MOBILISATION AND ACCOUNTABILITY IN SOUTH SUDAN (NORMA-SS) PROJECT

  1. The government of the Republic of South Sudan has received a financing from the African Development Bank towards the cost of Non-Oil Revenue Mobilization and Accountability in South Sudan (NORMA-SS) Project, and intends to apply part of the agreed amount of this grant to payments under the contract for hiring a consulting firm to support the development of a five year Strategic Plan for National Revenue Authority (NRA) ;
  1. The services included under this consultancy include but not limited to: i) Assessment of the situational context, through a SWOT, PEST and other relevant analyses, ii) Definition of Vision, Mission, strategic areas and objectives, including priority focus areas for the planned period, iii) Stakeholder mapping and identification of relevant strategies to engage them to advance NRA stated objectives, iv) Formulation of sustainability plan, including strategies for effective financial and Human resource management, v) Monitoring and reporting framework to enable effective tracking of the strategic plan, and vi) costing of the plan ;
  1. The Ministry of Finance and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification ;
  1. The duration of this assignment is three (3) months and is expected to start in July 2021 ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, October 2015, which is available on the Bank’s website at http://www.afdb.org ;
  1. Interested consultants (firms) may obtain further information and detailed Terms of Reference at the address below during office hours between 08:30 M. and 05:00 P.M. Central African Time on working days ;
  1. Expressions of interest must be delivered or e-mailed to the address below by 30th April 2021, 4:00 PM Central African Time.
