CONSULTING SERVICES FOR PROCUREMENT AUDIT (INDIVIDUAL CONSULTANT)

The Government of Namibia through the Ministry of Agriculture, Water and Land Reform (MAWLR) has received financing from the African Development Bank (AfDB) towards the cost of the Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP), and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for NAMSIP Procurement Audit (PA).

The services included under this assignment are the Auditor will organize his preparation for the report, according to a specific work plan, approved by the EA. In principle, his work should proceed in three phases: (i) Phase I – Preparation of the Assignment, (ii) Phase II – Actual Audit Execution, and (iii) Phase III – Drafting the Final Audit Report. The Consultant shall carry out this assignment within a period of one (1) calendar month, on full-time basis, as part of the NAMSIP Implementation Unit.

The Expression of Interest (EOI) should include the modalities and strategy on how the Consultant will conduct the assignment. It is envisaged that the Consultant should possess the following; (i) A minimum of Master’s degree in any Procurement related discipline, (ii)At least 10 years post-qualification practical experience in Procurement and Contract Management, (iii) At least 8 years’ experience in development partners/donor funded procurement and project procurement auditing, (iv) Be familiar with African Development Bank procurement guidelines, policies and regulations, and (v) Should have a good report writing and communications skills.

The Government of Namibia through the Ministry of Agriculture, Water and Land Reform (MAWLR) now invites eligible Individual Consultants to express their interest in providing these services. Interested Consultants must provide information that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group-funded Operations, October 2015 edition which is available on the Bank’s website at http://www.afdb.org.
