GENERAL PROCUREMENT NOTICE
FEASIBILITY STUDIES AND DETAILED DESIGNS OF MULTINATIONAL ROADS LINKING BURUNDI AND TANZANIA
- The East African Community (EAC) has received funds from the African Development Bank through the NEPAD Infrastructure Project Preparation Facility (NEPAD – IPPF) to finance the above road projects’ preparations and it intends to apply part of the grant proceeds to eligible payment under the contracts for consultancy services. The services will include reviewing and updating any existing designs and carrying out full feasibility studies and detailed engineering designs for the road sections with no existing designs for the two regional trunk roads linking the East African Lake Tanganyika Corridor (Sumbawanga Corridor) to the Central Transit Corridor.
The main objective of the study is to improve the transport infrastructure with a view to supporting EAC regional integration and economic development. The services will be procured through a shortlist of eligible and qualified consulting firms in accordance with AfDB rules and procedures.
Broadly, the proposed study will consist of the following components :
- Conducting full Feasibility Studies, Environmental and Social Impact Assessment (ESIA) and preliminary designs for the entire road ;
- Carrying out design reviews and detailed engineering designs to conform to the EAC standards ;
- Preparation of tender documents for the most viable options chosen by the Client.

The project will include the following components :
LOT TZ1 (TANZANIA) |
UVINZA – KANYANI & UVINZA – MPANDA ROADS |

Location |
Mpanda (Vikonge) – Uvinza – Kanyani Road is unpaved Trunk road (T-09) |
|
with total length of 219 kms. The roads are located within Katavi and |
|
Kigoma regions. Mpanda – Uvinza traverses within Katavi Region for 152 |
|
kms and the remaining 67 kms traverses within Kigoma region. |
|

The present Mpanda – Uvinza – Kanyani roads are predominantly gravel- |
|
surfaced roads |

Location |
Located in Kigoma region. It is a 45 km gravel road that links Tanzania and |

GISURU – RUSENGO & MAKEBUKO – BUGARAMA ROADS |

Location |
The Rusengo-Gisuru road is 37 km long and located in an area with rolling |
|
topography and crosses a number of small rivers such as Sanzu, |
|
Rumpungwe and Rugabano, located in large valleys. |
|
The Bugarama – Makebuko road is made of two sections: RN2 from |
|
Bugarama to Gitega (66 km) and RN8 from Gitega to Makebuko (24 km). |
Road condition |
The Rusengo – Gisuru road is gravel surfaced in fair condition |
|
The Makebuko – Bugarama road is paved but in poor condition and is |
|
narrow (2x3m lane and 2x1m shoulder). |

- Acquisition of the services of the Consultants will be in accordance with the procedures set out in the African Development Bank’s Procurement Policy Framework, dated October 2015, which is available on the website afdb.org . The Request for Expressions of Interest (EOIs) is expected to be available by 12th April, 2021 ;
