Background Information :
The Government of the Republic of Namibia, through the Ministry of Finance, has received financing from the African Development Bank toward the cost of the Namibia Water Sector Support Programme, and intends to apply part of the agreed amount for this loan to payments under the contract, for the provision of engineering consultancy services, for the Rundu Treatment Plant extension.
Rundu is the largest town in the Kavango Region: it is situated on the southern side of the Okavango River on the border with Angola. To supply water to Rundu Town, NamWater operates two river water supply schemes, Rundu and N’karapamwe. At present, the total capacity of these two schemes is about 840 m3/h. Both schemes are old and are running at maximum capacity. As a result, internal NamWater studies suggested a construction of a new plant with a capacity of 1800 m3/h; and that is an increase in capacity of about 104%, to eventually meet the ever growing demand during the fiscal year of 2036.
The services included under this assignment for the Project are the provision of designs (inception, preliminary and final designs of water supply infrastructure), Environmental and Social related services (ES), contractor procurement, contract administration, project management and construction supervision for a period of 24 months for the following scope of works which includes, although is not limited to, abstraction point which includes a purification plant with a capacity of 1800m3/h, at Rundu, as well as the related water supply abstraction and conveyance systems, as well as decommissioning of redundant infrastructure after new systems commissioning,
The Expression of Interest :
NamWater (the implementing agency) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, 2015 that is available on the Bank’s website at http://www.afdb.org.
