Assignment Title : CONSULTANCY FIRM TO PROMOTE TWT AND PRODUCE DOCUMENTARY

The Arab republic of Egypt has received financing from the Multi-Donor Trust Fund for Countries in Transition (TFT) through the African Development Bank toward the cost of the “Tanmia wa Tatweer: Egypt’s Entrepreneurship Development Project” (TWT), and intends to apply part of the agreed amount for this grant to payments under the contract for the activity “Promote TWT and Produce Documentary”.

The purpose of this assignment is to recruit a marketing, advertising and communication agency with expertise in the field of marketing, event management, communication and the production of documentaries and websites production, to: (i) design, plan and implement the marketing, branding and communication plan of the project; (ii) produce a success stories booklet based on interviews with end-beneficiaries; (iii) produce a quality 5-7 minute documentary film, promoting the project activities and impact, along with a short teaser to promote TwT project in different events; and (iv) design and develop the TwT project interactive online platform/portal. The activity will be implemented in Cairo, and will require field missions to Upper Egypt and Oasis. Expected duration is till the end of project by December 31, 2021.

The Academy for Scientific Research and Technology (ASRT), Tanmia wa Tatweer-Egypt’s Entrepreneurship Development Project, now invites eligible firm marketing and advertising firms with documentary filmmaking experience and platform development experience to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, samples of documentaries produced, success stories developed, and promotional material developed, experience in similar conditions, availability of appropriate skills among staff, CVs of key staff, etc.).

Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligible firms/ consortia should provide proof of the following :

  1. The consultancy firm is registered as a company in AfDB member countries (the service providers to submit registration certificates to confirm country of origin and eligibility) ;
  2. Demonstrated practical experience of the firm for at least 3 years in developing and implementing similar assignments ;
  3. Evidence of strong marketing, communications and outreach using print, digital means, conventional and social media tools ;
  4. The firm track record should include relevant documentaries and communications activities, preferably with multinational or donor-funded projects ;
  5. Experience in producing development-related documentaries for national or international organizations will be an advantage ;
  6. Portfolio of relevant projects (e.g. documentaries, platforms, communications and marketing projects,… etc.) are required to be presented with the expression of interest letter- EOI, along with supporting documents (company profile, registration, key experts’ bios) ;
  7. Technical proposal to demonstrate innovation and creativity in the production of documentaries, platforms and communications activities, with clear strategy on implementation in the context of COVID-10 restrictions.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at http://www.afdb.org using a Consultants’ Qualifications (CQS) method.
