The hereby invites Individual Consultants to indicate their interest in the following Assignment : INTERNATIONAL CONSULTANCY TO PREPARE A MULTI-SECTORAL COUNTRY GENDER PROFILE FOR UNITED REPUBLIC OF TANZANIA

  1. The services to be provided under the Assignment include: advance efforts on gender equality through Multisectoral Country Gender Equality (CGEP) Profile of United Republic of Tanzania ;
  1. The development of a Multi-sectoral CGEP by the AfDB and UN Country Team (UNCT) in Tanzania is very timely. The CGEP should reflect the knowledge needs of the African Development Bank and UN Women in the concerned country. As a guiding document on gender mainstreaming in the Bank’s operations, the CGEP will provide the gender analysis of the sector priorities of the Country Strategic paper (CSP) and formulate the recommendations on gender key issues to be considered during the CSP’s period. With the UNCT nearing the end of its current UN Development Assistance Plan, the CGEP will feed into the upcoming Common Country Analysis and inform evidence-driven advocacy to effect change for women and girls through the new Sustainable Development Corporation Framework (SDCF), the UN system’s next five-year plan. Specifically, the key objectives are :
  • To undertake a review of existing gender analyses through an Issue Paper for URT, based on gender analyses, country reports, and identify recently released gender disaggregated data ;
  • To draft, edit and finalise multisectoral country gender profiles, which will start with identifying key gender inequalities that constrain inclusive growth, develop and assess existing policy and legal frameworks from a gender perspective, and recommend key areas for strategic actions ;
  • To examine the institutional and human resources capacity for advancing gender equality and empowerment of women in each country ;
  • To provide concrete recommendations regarding existing gender gaps and inequalities and for accelerating the advancement of gender equality and the social and economic empowerment of women and their equal participation in decision-making; and
  • To conduct gender analysis of key sectors priorities of URT including but not limited for example to infrastructure development (with focus on energy, transport, and water and sanitation), agribusiness, employment, and human capital development ;
  • Identify, at a fairly high level of aggregation, the ways in which gender issues intersect with the sectors, and begin to lay out the areas which the more in-depth sector-specific analysis needs to tackle ;
  • The profile will also take into account the gender dimension in the AfDB’s interventions in URT. In particular, the gender profile will provide countries and the Bank with reliable sex disaggregated data, which can be processed and integrated at the all levels of Bank interventions as well as other development partners.
  1. The AfDB Country Office Tanzania (COTZ) invites Individual Consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, etc.). In addition, please present financial proposal regarding the fees ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Rules and Procedure for the Selection of Corporate Consultants. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
  3. The estimated duration of services is 6 months with possibility of renewal and the estimated starting date is 23rd November 2020 ;

  1. Background :

The African Development Bank (AfDB) and UN Women acknowledges the importance the United Republic of Tanzania (URT) attach to the promotion of gender equality and the empowerment of women, with a focus on elimination all forms of inequalities and promotion of inclusive growth. AfDB is aligned with this priority and therefore conducts and updates country gender profiles, in alignment with the countries’ strategic priorities and national development plans. In this context, the Bank intends to produce Country Gender Profiles to assess the state of gender equality in URT, updating the 2005 version.

The exercise will involve undertaking a review of existing gender analysis through an Issue Paper for each of Mainland and Zanzibar, which will survey existing gender analyses, country reports, and identify recently released gender disaggregated data. The Issue Papers will set the baseline and reference point for the Multisectoral Country Gender Profile (CGEP), which will focus on the country’s priority development sectors. They will provide updated information particularly with regards to offering an overview of existing projects and programs addressing gender inequality, identifying major donors and their priorities, as well as major gaps in funding and project/program coverage. They will therefore have a practical approach, which is focused on what is done already, what needs to be done, and what approaches need to be scaled up.

The Multisectoral Country Gender Profile will help inform the development of AfDB’s operations, provide data to other development partners, as well as provide an analysis and recommendations to direct their programs and policies in a more inclusive manner. Overall, the Multisectoral Country Gender Profiles will assist   in   integrating   and   mainstreaming  gender concerns for relevant impact on gender equality and poverty reduction, and to inform the Bank’s Country Strategy Papers (CSPs).

The development of a Multi-sectoral CGEP by the UN Country Team (UNCT) in Tanzania is very timely. With the UNCT nearing the end of its current UN Development Assistance Plan, the CGEP will feed into the upcoming Common Country Analysis and inform evidence-driven advocacy to effect change for women and girls through the new Sustainable Development Corporation Framework (SDCF), the UN system’s next five-year plan.

This process includes, through contributing to public awareness raising on the 2030 Agenda, informing policymakers to enable accelerated progress towards achieving national SDGs and supporting joint approaches that will support coherent and integrated implementation, with a focus on the principle of ensuring no one is left behind. The CGEP will provide data and analysis to inform sectoral ministries, agencies and department plans and programs. AS such, the CGEP should have a heavy emphasis on the economic sectors (Agriculture, Industry, Tourism, etc.) as well as human capital issues (Education, Health, VAWC, etc.) within a cross cutting issues of people’s, and especially women’s, participation and voice.

All UN and Development partners working in Tanzania are welcome to support the CGEP development process technically as part of the Reference Group, to technically review and provide substantive inputs .

  1. Objectives :

The objective of this assignment is to undertake an overall gender assessment of Untied Republic of Tanzania, culminating in the development of a Multisectoral CGEP.

The Gender Profile should reflect the knowledge needs of the African Development Bank in URT and act as a guiding document on gender mainstreaming in the Bank’s operations.   1. Description of the main tasks to be undertaken by the Consultant : 

In consultation with the Ministry of Finance, Ministry of Health, Community Development, Gender, Elders, and Children (MHCDGEC) and MWLEEC, UN Women and the African Development Bank would hire a team of three consultants, comprised of international and 2 national experts, to prepare two Profile reports – one for Mainland Tanzania and one for Zanzibar. The international consultant would lead the team and be responsible for delivery of both Profiles, Mainland and Zanzibar. 

The suggested stages of the international consultant’ work and key deliverables are outlined below and will be determined in close consultation with the government : 

  • Draft and finalize the proposed CGEP methodology and outline content in consultation with the CGEP core and technical committees consisting of AfDB, UN Women, selected UN agencies, Ministries, NBS/OCGS, CSOs, etc. ;
  • Collect and review statistical data disaggregated by sex, age, disability and other factors of marginalisation from NBS and OCGS and other sources ;
  • Review development partners interventions (key UN and donor funded projects) and their contributions to the closing of identified gender gaps, including research reports, and sector analysis ;
  • Review gender policies and strategic plans of the sectors and identify their contributions to gender equality ;
  • Develop the final draft of the Issues paper that will serve as the foundation for the gender profile and to be presented in the stakeholders’ consultation ;
  • Based on the gaps / data needs identified through Issues paper, conduct in-depth interviews with identified members of key Government departments and institutions, development partners and other key stakeholders, including civil society organizations and universities, aiming to identify gender disparities, challenges, opportunities and good practices ;
  • Attend focus group discussions with key stakeholder groups, including, but not limited to, representatives of CSOs and WROs, women with disabilities, associations of rural women, women entrepreneurs, and local community leaders, with strong emphasis on the LNOB principle ;
  • Conduct a workshop to discuss with relevant stakeholders the preliminary findings of gender profiles and integrate comments into final draft of CGEP ;
  • Finalize the gender profiles and submit it to UN Women and AfDB ;
  • In cooperation with core committee, identify the thematic areas for drafting the issue briefs and prepare these documents ;
  • Carry out any other related tasks as requested and agreed upon with UN Women and AfDB.

The Technical team providing oversight an input into the assignment is composed of Country Economist (RDGE) for URT as well as the Gender specialist (AHGC/RDGE) and Principal Statistician-Economist on gender (AHGC1); and from UN Women the Deputy Representative, Programme Specialist, Statistics and Senior Adviser, Policy and Strategic Planning. The Multisectoral Gender Profile should combine description, analysis and statistical data in a manner that is useful for the planning of policies, programs and projects that are gender-sensitive.

  1. Format of the Country Gender Equality Profiles :

The suggested maximum length of the Multi-sectoral Gender Equality Profiles (CGEP) is 50 pages, not including annexes, detailing all relevant gender and development information on Mainland Tanzania and Zanzibar with all official statistics disaggregated by sex, age, disability, and other factors of marginalisation. The multi-sectoral CGEPs should contain a quantitative and qualitative analysis of the current situation, gaps, challenges, and opportunities and contain an executive summary of three pages maximum, which will present the statistics disaggregated by sex, age, disability, and other factors of marginalisation on the gender situation in Mainland and Zanzibar. The content should be organized according to the below outline :

  1. Skills required for the international consultant :

Have more than 10 years of work experience in the field of socio-economics and gender and a good knowledge on economic analysis and participatory approach, as well as PhD preferable. She or he will possess of excellent communication, analytical and writing skills. Evidence of past similar assignments is required. The international consultant is responsible for timely delivery of both Gender profiles as per this ToR.

  1. Duration of mission :

The duration of the mission is 6 months for the Technical Team (50 days in full-time equivalent); and commencing tentatively in November 2020. The schedule of the mission will be adjusted according to the needs of the Bank.

  1. Role and Responsibility of AfDB and UN Women :

8.1 AfDB :

The Gender Department at headquarters (HQ) as well as the Country Office (COTZ) will coordinate the assignment, share best practices in preparing Gender Profiles, and provide technical support and guidance to the working team in the region. The responsibility for the overall quality of the reports will lie with the team in HQ. They will also be responsible for the recruitment process of consultants. The consultant will report to the AfDB Gender Specialist (AHGC1) and Country Economist (COTZ).

8.1 UN Women :

UN Women will lead the assignment on the ground including planning the necessary field missions and meetings with local stakeholders. With the support of COTZ team in country, they will take the lead in preparing engagements on the ground. They will be responsible of working with NBS and OCGS, and publishing the report as well as leading in-country meetings relating to the CGEP.
