A Consulting Firm to Conduct Supervision of Rural Electrification Construction; Network Reinforcement Construction and Transmission Lines with Substations Construction Works
Rwanda Universal Energy Access Project (RUEAP)
The Government of Rwanda has applied for financing from the African Development Bank (AfDB) toward the cost of the Rwanda Universal Energy Access Project (RUEAP), and intends to apply part of the proceeds toward payments under the ‘Contract for Design and Supervision of Construction of Rural Electrification, Network Reinforcement and Transmission Lines with Substations Works’.
The services included under this project are :
- Design and Supervision of electrical construction works aimed reinforce the transmission and distribution network, improve the quality of power supply, and increase the rate of access to electricity especially in Eastern, Northern and Southern Provinces. The assignment includes preparation of the bidding documents, recruitment of firms for construction of transmission and distribution lines and associated substations, ensuring that the Executing Agency obtains economic solutions of high technical standards and that the project is implemented in a timely and efficient manner to be completed within the expected timeframe ;
- Supervision of the extension of existing MV national grid through construction of around 473.2 km of MV (30 kV) distribution lines and around 1,470.3 km of LV (0.4 kV) network and connection to 69,840 households. This project will address access to electricity in the Southern provinces of Rwanda (namely: Nyamagabe, Nyaruguru, Nyanza, Huye, Ruhango and Gisagara Districts). The works will include procurement of the required poles, conductors, transformers, energy meters, and other connection hardware and local installation services. This component will mainly be implemented on a turnkey contract basis.
The consultant will carry out the scope outlined in the terms of reference, from preparation of tender documents including required technical specifications, drawings and maps up to commissioning and preparation of final Project Completion Reports. The contract duration will be 48 months from the contract effectiveness date.
The Energy Development Corporation Limited (EDCL)now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills
among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated October 2015, which is available on the Bank’s website at www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.
