The Government of Namibia (GRN) through the Ministry of Agriculture, Water and Land Reform (MAWLR) has received a loan from the African Development Bank (AfDB) towards the cost of the Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP), and intends to apply part of the agreed amount of this loan for payments under the contract for Consultancy Services for the Assessment of the Impact of Drought, Floods and COVID-19 on Agriculture Sector in Namibia.
The services included are to: review the interrelationships between drought, flood and COVID-19 on agriculture. Findings to be under eight interlocking themes: 1) disruption to management and regular operational processes of agriculture, floods, hunting and overall economy 2) effects on flood, crop production, livestock production and hunting; 3) losses of revenue and cash flow in agriculture, tourism, water business operations; 4) impacts on Joint-Venture Partnerships in agriculture and tourism; 5) impacts on employment opportunities and local livelihoods; 6) effects on community development projects, Community Based Organizations (CBOs), and social benefits, including 7) disruption to funded projects and programmes; and 8) lack of technical capacity regarding communication technologies and equipment, 9) Cost to National Health System.
The Consulting Firm is also expected to conduct a cost analysis of the impact of drought, floods and COVID -19 on the Namibia agriculture. The Consulting Firm shall carry out this assignment within a maximum period of three (3) calendar months after signing the contract.
The Expression of Interest (EOI) should include modalities on how the Consulting Firm will conduct the assignment. It is envisaged that the Consulting Firm shall provide a multi-disciplinary team of key experts/specialists comprising of an Agricultural Economist with PhD in Economics or Agricultural Economics/Rural development/Project Planning and Management as the Team Leader; and other Professional Staff including a local Agricultural Economist with MSc in Economics or Agricultural Economics/Rural development; Water Resource Expert (Flood and drought management) with MSc in in Water Resources; Rangeland Expert/Environmentalist Ecologist with Masters in Rangeland Management/ Master in Environmental /Natural Resource Management; and Epidemiologist/Public Health Expert with Master in Public Health. It should be noted that this is an indicative list of key personnel which can be amended depending on the Firm’s human resource planning and implementation strategy.
The Government of Namibia through the Ministry of Agriculture, Water and Land Reform (MAWLR) now invites eligible Consulting Firms to express their interest in providing this service. Interested Consulting Firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, short-listing and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations, dated August 2020”, which is available on the Bank’s website at http://www.afdb.org.
