Mission
Geneva Call is a neutral and impartial non-governmental organisation dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Location
This survey will target Sudan, South Sudan and DRC Geneva Call operations. Within the 3 countries, the Consultant will have to travel in between project locations.
Objective
This baseline assessment intends to gauge the perceived level of safety of populations living under areas controlled by AGDA or in areas where AGDA are present and active. The baseline will represent the basis for an eventual impact measurement of Geneva Call IHL anchored intervention in the perception of safety of this category of civilians.
Roles and Tasks
- This survey will be led by an independent consultant, or a consultancy firm specialized in MEAL, with support from Geneva Call HQ and field teams.
- The Regional Program Coordinator and the different Country Directors and Field Program Coordinators will take the lead in coordinating support to the consultant by mobilizing field staff and coordinating logistical arrangements, meetings and interviews, as well as collecting and compiling data to be shared with the lead consultant for further analysis.
- In case the lead consultant is unable to travel to all field locations, he/she should make sure that the field staff are instructed and assigned to perform data collection.
- The lead consultant should be responsible for providing a data collection plan, designing methodology for data collection, developing tools and questionnaires for interviews, and giving guidance on the selection of samples among the targeted populations.
- Once data collection is completed, all data available will be compiled and send to the lead consultant for processing in order to provide an analysis and final report.
- The timeline for the entire process of this survey should be discussed and approved by Geneva Call’s Head of Region before any activities take place.
Risk and Challenges
- Mobility constraints: As the lead consultant will be preferably an international staff, there is always a possibility that travel constraints appear due to visa, authorizations to travel or security. Geneva Call and the lead consultant should be able to have a clear alternative plan for such situations. A flexible workplan shall be developed in line with this. In the worst-case scenario, local data collectors will be coached, equipped, and supervised remotely.
- A security risk assessment will be conducted by the consultant together with the Geneva Call team before any field mission.
