Background

The Federal Republic of Somalia has received financing from the African Development Bank toward the cost of Strengthening Institutions for Economic Policy Management and Infrastructure Development Project (SIEPMID) and intends to apply part of the agreed amount for this grant to make payments towards the contract for the Legal Expert for the Strategic Economic Unit of Institutional Capacity Strengthening for Improved Economic Policy Analysis, Implementation and Coordination.

The Ministry of Finance is seeking for a Legal Expert who will be responsible for provision of expert legal opinion for achieving goals of the unit, and the Ministry as a whole. He/ She shall be responsible for providing technical and professional legal support to the Unit. The required academic qualification is Advanced degree in law with strong backgrounds in finance, accounting, contractual negotiation and tax. The contract duration of the assignment is Twenty-

Month (20) months with the possibility of extension based on the need, availability of resources and performance of the Head of unit. The duty station is Mogadishu

The Legal Expert will be under the Ministry of Finance and will work directly with the Minister and senior officials within the Ministry. The main activities will be:

  • prepare draft financial customs and tax laws regulations and directives that are in line with government policies and contribute to the mobilization of resources for development and investment ;
  • Provide legal opinion on bilateral framework cooperation agreements ;
  • Prepare model tax and customs laws, financial laws regulations and directives, and provide other technical assistance for federal member states; and
  • Conduct study and submit recommendation on set-off claims in connection with nationalized properties and executes the decision.

The Ministry of Finance now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
