Médecins Sans Frontières (Doctors Without Borders), an international medical humanitarian association founded in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.

MSF WACA (West and Central Africa) was created in 2019 and aims to bring about a change in the dynamics of the MSF movement.

WACA is driven by a significant number of Doctors and humanitarians of Doctors Without Borders from West and Central Africa who wish to be heard, to contribute and above all to proactively assume responsibility for the humanitarian mission of the organization. WACA reflects an identity of humanitarians, an aspiration for MSF, a truly inclusive movement of people who share the values of empathy for others. Its strength is based on other MSF associations and its associative fibre is amplified by concrete operational objectives.

We are looking for a:

DEPUTY MEDICAL DIRECTOR (H/F)

Position based in west Africa

MISSION AND ACTIVITIES

Under the hierarchical and technical responsibility of the Medical and Operations Director, and by delegation of authority, he/she is the person responsible for the Medical issues of all operational projects, medical policy, as well as operational.

In addition he/she will work on MSF-WaCA Medical protocols, the incumbent will work with others MSF sections, building on existing services and support to avoid duplication. The individual will be chosen for his/her ability to oversee and support a wide range of complex projects in the region, allowing for medical quality work. He/she is in charge of certain transversal files and medical support to the Missions. He ensures the orientation of medical activities in compliance with the policies and practices recommended by MSF Medical departments, guaranteeing quality of care adapted to different contexts. In certain situations, he/she may represent MSF WaCA Medical Department within MSF movement.

Activities:

  • Definition of the medico-operational action strategy and its policies :
  • Participate in the definition of MSF WaCA’s medical strategy and policies, annual plans and medico-operational strategic plan
  • By delegation, represent Medical and Operations Director in certain situations within MSF WaCA and contribute to internal and external medical communication.
  • Ensure the implementation and application of medical protocols in our different missions.

Deputy Medical Director – MSF WaCA

  • Create a network of scientists and researchers in Africa in order to participate in the development of research and training centers.
  • Develop trainings and support strategies for young physicians to increase the availability of skills for our operations.
  • Represent MSF WaCA at the Africa Scientists’ Platform and create an Outreach and Partnership strategy with CDC Africa (Africa Centres for Disease Control and Prevention).
  • Participate in the validation and monitoring of operational research projects conducted by MSF WaCA.

Follow-up and evaluation of medical records:

  • Drive the major medical projects he/she is in charge of and to personally steer certain strategic files.
  • Monitor the progress of his/her medical projects, control their execution, and check that the achievements are in line with the objectives.
  • Ensure that information is shared within the WACA Committee of Directors and our missions.
  • Participate in reporting on medical activity and projects.
  • Follow-up of Med-Ops discussions within the MSF movement and externally

Hierarchical management of medical coordinators, and/or medical referents under his responsibility or by delegation:

  • Participate in the supervision and the team animation of the medical coordinators the medical referents and/or Medical focal points recruit, supervise, advise, support, motivate, federate its teams and develop the competences of its collaborators.
  • Support the Medical Coordinators and medical referents in their work: set the orientations, define the objectives, evaluate the work.
  • Ensure the medical team’s contribution to cross-functional projects.
  • Elaborate and follow up the annual budget of the medical referents of its perimeter.

Competencies Development:

  • Participate in the definition and implementation of medical training needs and the development of medical skills in collaboration with HR and the medical staff of our missions.
  • Participate in the definition and implementation of the medical-operational training policy.
  • Validate and assist in the development of the medical content of the training courses within its scope.
  • Actively participate in the implementation of training courses.

Contribution to the development of transversality:

  • Sharing information and knowledge
  • Ensure communication and collaboration with other departments and within the MSF international movement.

Implementation of the medico-operational projects in collaboration with the Assistant Operations Director Assistant and/or the Operations Director:

Deputy Medical Director – MSF WaCA

  • In collaboration with the Operations Director, support in the formulation of the main issues and provide support for the monitoring and evaluation of MSF WaCA’s medico-operational objectives.
  • Ensure that the medical objectives of the strategic plan as well as the policies and good practices recommended by the medical department are taken into account
  • Ensure a good collaboration between the medical coordinators and the medical referents of our missions.
  • Advise the medical teams of our missions in order to ensure a real adequacy between the real needs and the medical means implemented while taking into account the constraints (institutional, context, security,
  • Ensure the proper feedback and dissemination of medical information from the field and its analysis.
  • Define the Eprep plan in relation to the context of our interventions.

JOB PROFILE

Profile:

  • Degree in Medicine
  • Solid experience in Project Coordination within the MSF movement is required.

Competencies:

  • Good experience of team management techniques
  • Good experience of medical concepts and techniques in a humanitarian context.
  • Knowledge in budget management.

Skills:

  • Leadership, ability to cooperate, sense of responsibility, availability
  • Capacity for analysis and anticipation
  • Ability to identify strategic and operational priorities, find solutions and make decisions.

CONTRACTUAL TERMS:

  • Based in Abidjan with a high mobility on the field
  • Fixed Term -12 months
