REQUEST FOR EXPRESSIONS OF INTEREST :  SENIOR PROJECT MANAGER

 

The Orange-Senqu River Commission (ORASECOM) (the Recipient) has received grant financing from the NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF) and the African Water Facility (AWF), hosted by the African Development Bank (AfDB), towards the cost of the Preparation of the Climate Resilient Water Resources Investment Strategy and Lesotho-Botswana Water Transfer Multipurpose Transboundary Project (L-BWT), and intends to apply part of the agreed amounts for:- (i) Consultancy Services of a Senior Project Manager for the Project Implementation Unit; (ii) Technical Feasibility Study for L-BWT Water Conveyance System; (iii) Environmental and Social Impact Assessment (ESIA) on the Makhaleng River Dam, a part of the L-BWT; (iv) ESIA for L-BWT Water Conveyance System; and (v) Feasibility Study for Financial, Legal and Institutional Feasibility Study for L-BWT.

 

The Senior Project Manager position is described as follows :

The Manager will undertake the Project’s Implementation according to Schedule and Budget including Procurement, Financial Management and Auditing. He/she will be the head of the Project Implementation Unit (PIU) and will have the overall responsibility for the management, coordination, development, quality control and implementation of the Project. He/she will oversee the work of PIU staff and consultants, including: (i) Being the first point of technical review and quality control, to ensure compliance with the Terms of Reference (ToRs), industry norms and trade usage, before reports are distributed any further, (ii) Organisation of the Basin Wide Stakeholders’ Consultation Process, and Support of Governments in Preparing the National and Local Consultation Processes, and (iii) Organisation, Preparation and Conducting a Donors Roundtable Conference to Promote the Project and Mobilise Investment for Implementation of the Prioritised Project Concept Notes with related budgets, from the IWRM Plan and the climate resilient investment plan; (b) The services of the Manager will be required for 11 months starting from around March to December 2021 and will be renewable for one year based on performance; (c) The position is based at the ORASECOM Secretariat, in Centurion, South Africa. Travel will be expected in the four state Parties (Botswana, Lesotho, Namibia, and South Africa) of the Orange-Senqu River Basin. A monthly remuneration will be negotiated with the successful candidate based on budget and experience. Travel expenses and subsistence allowances will be paid in addition to the fees according to the applicable and prevailing ORASECOM policies and rules. The Manager will report directly to the ORASECOM Executive Secretary; and (d) The successful candidate should, as a minimum, have a Master’s Degree in civil engineering/water infrastructure development or a related field, 10 years of work experience related to transboundary river basin planning and multipurpose water infrastructure development & preparation projects with components of large dam and long distance conveyance exceeding 100 kilometres, professional experience in leadership and management of multi-disciplinary teams in large transboundary water abstraction infrastructure projects and an excellent financial and information management ability (essential).

TECHNICAL FEASIBILITY STUDY FOR THE WATER CONVEYANCE SYSTEM FOR THE L-BWT :

The services included under this assignment will consist of the following tasks :

Task 1: Preparation of an Inception Report which will include review of all the relevant previous studies; (ii) Task 2: Topographical Survey and Mapping; (iii) Task 3: Geological and Geotechnical Investigations, for the integrated design of the layout of the chosen water conveyance system and the main structures; (iv) Task 4: Hydraulic Studies and Linkage with the Off-taker Networks; (v) Task 5: Infrastructure Design for the Mini Hydropower Plant(s); (vi) Task 6: Preliminary Design for the Water Conveyance System and Appurtenant Structures; (vii) Task 7: Concept Design of Access Roads to Main Structures and Construction Sites; (viii) Task 8: Preparation of Outline Operation & Maintenance, Instrumentation and Emergency Preparedness Plans; (ix) Task 9: Incorporation of Environmental and Social Impact Assessment (ESIA) Study Outputs from a separate and an independent ESIA study; (x) Task 10: Incorporation of the Financial, Legal and Institutional Structuration (FLIS) Feasibility Study Outputs from an independent Financial, Legal and Institutional Structuration feasibility study; (xi) Task 11: Updating of the Economic Analysis to adjust the economic assessment carried out during the pre-feasibility study of both the dam and the water conveyance system based on the findings of this water conveyance technical feasibility study; and (xii) Task 12: Project Implementation Planning: – preparation of a high-level project and construction schedule for the implementation of the water conveyance system, aligning or integrating such implementation plan to that prepared by the dam feasibility study Consultant.

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) ON THE MAKHALENG RIVER DAM, A PART OF THE L-BWT :

The services included under this assignment will consist of the following tasks :

Task 1: Preparation of an Inception Report based on all the relevant previous studies; (ii) Task 2: Public Consultations and Information Dissemination; (iii) Task 3: Policy, Legislative, Regulatory and Administrative Considerations, to define and describe specific issues and involved parties; (iv) Task 4: Confirmation of a Socio-Environmental Baseline; (v) Task 5: Environmental & Socio-Economic Screening & Scoping in order to inform the public about the Project, identify the main stakeholders, and define other aspects of the ESIA; (vi) Task 6: Analysis of Alternatives to the Proposed Project; (vii) Task 7: Determination of the Potential Impacts of the Proposed Project; (viii) Task 8: Formulation of Mitigation Measures; (ix) Task 9: Preparation of Dam Safety Plans; (x) Task 10: Development of Environmental and Social Management Plan (ESMP); (xi) Task 11: Development of a Resettlement Action Plan (RAP); and (xii) Task 12: Preparation of the ESIA Report.

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) FOR THE L-BWT WATER CONVEYANCE SYSTEM :

The services included under this assignment will consist of the following tasks :

FEASIBILITY STUDY FOR FINANCIAL, LEGAL, AND INSTITUTIONAL FEASIBILITY STUDY FOR THE L-BWT :

The services included under this assignment will consist of the following five components :

Component 1 – Review of the feasibility studies and engagement with key stakeholders to get a good understanding of the project, the funding environment and to identify relevant institutions, their roles, and responsibilities; (ii) Component 2 – Recommend a procurement option and associated legal & institutional risks, opportunities and considerations as identified; (iii) Component 3 – Financial modelling and analysis to develop a three-statement financial model of the scheme (statement of income, balance sheet and cashflow statement) that reflects the project investment, operations, and maintenance costs, projected over the project’s expected lifetime; (iv) Component 4 – Knowledge sharing on the key findings of the financial, legal, and institutional analyses to stakeholders identified by ORASECOM and the JSMC; and (v) Component 5 – Develop Terms of

Reference for the procurement of services needed to complete detailed financial and legal structuring based on the findings of the feasibility studies.
