Expressions of interest are being requested for a junior individual consultant to support design and delivery of the work program.
Brief description of the Assignment : The consultant will provide support and advice to the RDVP Front Office in preparation and delivery of the annual rolling work program.
Moreover, the consultant will coordinate under the overall supervision of the Director of the Front Office the preparation of the individual action plans in support of each work stream and follow-up on their implementation in collaboration with the workstream leads. In performing this role, the consultant is expected to produce a consolidated annual rolling work program and ensure the maintenance of a robust monitoring system, with a strategic focus on timely completion of the various milestones. Ultimately the incumbent will provide the Front Office Director and workstream leads with a direct and indirect operational input that will contribute to the delivery of the key performance targets of the complex and facilitate regular reporting (dashboard) on the progress of Work Program and relevant workstream initiatives under the RDVP purview.

TERMS OF REFERENCE
FOR THE RECRUITMENT OF A JUNIOR CONSULTANT
- Introduction / Background :
The African Development Bank (AfDB) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB’ s primary goal is to reduce poverty and improve living standards by mobilizing resources in and outside Africa and providing financial and technical assistance for development projects and programs in Africa.
Within the Regional Development, Integration and Business Delivery Complex (RDVP), the Bank has five (5) Regional Development, Integration and Business Delivery (RDIBD) Directorates, one in each region of Africa: North, South, East, West, and Central. Each Regional Directorate is headed by a Director General (DG) and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries. The Regional Directorates provide overall strategic direction to country offices within the regions and are responsible for the Bank’s operations, business development, project management and overall effective delivery of the Bank’s High 5s of ‘Light up and Power Africa,’ ‘Feed Africa,’ ‘Industrialize Africa,’ ‘Integrate Africa,’ ‘Improve the Quality of Life for the People of Africa.
- Duties and responsibilities :
AfDB is seeking the services of an individual consultant to work in the RDVP front office under the day-to-day supervision of the Director, RDSA.
The consultant will provide support and advice to the Director in the design and implementation of the Work Program that encompasses the following RDVP workstreams and corporate initiatives (the below list is dynamic and will evolve based on business needs) :
- Delivery of the Annual Lending Program and portfolio performance monitoring, including enhancing portfolio quality and timelines of delivery of Country Strategy Papers (CSPs) and Project Completion Reports (PCRs) ;
- Implementation of “One Bank” approach, including through the Rules of the Game and Work Programme Agreements for improved collaboration between RDVP and Sector Complexes ;
- People management and decentralization, including through the Talent Board for RDVP; and fine-tuning of RDVP footprint in support of “One Bank” and Rightsizing efforts; as well as dissemination of the Country Office and Regional Directorate Handbook, including implementation of the communication and training plans ;
- Risk Management and enhanced automation, including first line risk management for compliance with long-term sustainability and mid-term financial outlook frameworks; and implementation of Phase II Wakanda project for integrated end-to-end automated operations portal and project management system ;
- Other initiatives of the Complex, such as Framework for empowering vulnerable communities in the G5 Sahel Region, and enhancing and integrating interactions with Regional Economic Communities (RECs).
The consultant will provide and coordinate support and follow-up on the various workstreams to ensure timely completion of the various milestones. The support will include mobilization of resources, facilitation of meetings, update of action plans and reporting on progress.
Specifically, the consultant will :
- Assist the Director in day-to-day management and support in monitoring of the implementation of the Work Program ;
- Prepare coordination meetings and follow-up on the decisions taken ;
- Assist in providing trainings to country offices and regional directorates ;
- Assist the Front Office to ensure timely delivery of reports and information as required.
Furthermore, the consultant will assist the Director and the Front Office with the work involving cross-complex and cross-departmental efforts to maximize the effectiveness of the team, sharing the knowledge and the workload.
Deliverables :
- Rolling schedule for work program is in place and key resources identified for successful delivery ;
- Detailed action plans for each workstream with milestones and KPIs are implemented ;
- Bi-weekly reports on progress of workstream with milestones and decision actions ;
- Encounters with key stakeholders organized bi-monthly to take stock of progress and report on lessons learned ;
- Quarterly update of the Work Program produced and presented at the RDVP Leadership Meeting.

Required qualifications and experience :
- At least a master’s degree in economics, Business Administration, International Development, or a related field ;
- Be a national of one of the member countries of the Bank ;
- Be under 32 years of age ;
- A minimum of 2 and maximum of 5 years working experience ;
- Experience in planning, coordinating and results monitoring ;
- Excellent research, writing and reporting skills, with strong attention to detail ;
- Strong data analysis and presentation skills ;
- Ability to communicate and write effectively in English or French, preferably with working knowledge of the other language ;
- Capacity to work in a team, to deliver outputs in a timely manner and under tight deadlines ;
- Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint, MS projects).
- Administration/reporting :
The consultant will report to the Director, RDSA or her designee depending upon the specific tasks undertaken.
- Duration and place of the assignment :
The consultancy service shall commence on the 1st February 2021 for period of six working months. The selected consultant will be based in Abidjan, however during the work-from-home period, the assignment will be home-based.
- Remuneration :
Remuneration will be commensurate with experience, in line with the AfDB compensation guidelines. In addition, for candidates who need to travel to take up this assignment, a round trip economy class air-tickets with the shortest route will be provided. The candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.
