Terms of Reference for: A Junior Consultant to Manage the Division Project’s portfolio and provide Support on strategic partnership and stakeholder building.
- INTRODUCTION :
Established in 1964, the African Development Bank (AfDB) is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s) have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. The Vice Presidency for Private Sector, Infrastructure and Industrialization (PIVP) is central to the African Development Bank’s mission of developing the private sector, improving infrastructure and accelerating industrialization. The complex main functions are to (i) strengthen the enabling environment for private sector (and financial sector) development conducive to inclusive growth and sustainable development, (ii) support the development of reliable and sustainable infrastructure, including cities and urban development, and (iii) place renewed emphasis on industrial and trade performance in support of structural transformation across Africa. The Complex leverages knowledge, co-financing, and partnerships to attract private capital and work with governments on delivering the Bank’s development agenda.
The Infrastructure Partnerships Division (PICU.3) operates under the Infrastructure and Urban Development Department (PICU) within the PIVP complex, and its activities are currently structured under two main pillars :
- The NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF Special Fund), focused on the preparation of bankable infrastructure projects in energy, transport, ICT and water sectors, with the aim to make the projects prepared ready for investment and attractive for both private and public sectors ;
- The Infrastructure Consortium for Africa (ICA), which is a Platform for Infrastructure knowledge and information sharing and infrastructural developments coordination ;
- The Public Private Partnership (PPP) Transaction Advisory Services Work Stream, which leads the Bank’s provision of Infrastructure PPP TAS to African countries and regional Organizations in order to develop a robust and consolidated infrastructure PPP investment pipeline for the Bank, and ;
- Partnerships activities Partnerships activities which aims at enhancing resource mobilization and co-financing partners in the view of sharing project preparation challenges and best practices.
In support to the Division activities, the Bank seeks to engage a Consultant who will support PICU.3 in delivering on its work program.
- Objectives of the Assignment :
To fulfil its roles in project preparation, infrastructure knowledges and initiatives, PICU3 is seeking the services of a full-time Junior consultant to provide General Support on strategic partnership and stakeholder building, and Manage the Division Projects’ Portfolio.
The main activities of this assignment are :
Portfolio Management and Reporting ;
- Assist in the budget planning of regular and exceptional administrative expenses ;
- Analyse data and actively participate in the preparation of weekly, monthly and quarterly reports ;
- Provide Operational Support to Task Managers ;
- Follow up the Division Project Portfolio and produce regular weekly reports ;
- Work with the PL to update Project Data and ensure consistency of information into the BRAG, SAP PS, BPPS ;
- Track active portfolio issues (Start up delays, supervision delays, disbursements delay, projects qualifying for cancellation, slow disbursements, etc…) ;
- Maintain the Division project portfolio database (completed, ongoing and cancelled projects) ;
- Prepare and Monitor the Division Mission Program ;
- Assist the Managers and Professional Staff for ICT related issues, in particular data entry in SAP PS ;
- Produce infographics for documents and any other information to be presented to Senor Management and or any other high-level meeting.
Management’s support activities :
- Prepare briefs, and various reports on issues related to the work of the division as may be required from time to time and participate in conferences, workshops, and training seminars on issues related to strategic partnership, resource mobilization ;
- Prepare Weekly, Monthly activities reports of the work of the Division ;
- From project reports and other work of NEPAD-IPPF, distil key messages and prepare information briefs and briefing documents targeted at different stakeholders ;
- Edit, Review and draft reports, briefs and any other document and correspondence as may be requested by the Manager ;
- Work in close collaboration with the Communication Consultant by providing content on ICA and NEPAD IPPF related data and activities, for publication on the websites and any other communication tools ;
- Assist in the resource mobilization exercise to leverage more resources for the NEPAD IPPF and ICA ;
- Follow up with NEPAD IPPF Donors to maintain regular donors’ contact ;
- Propose ways and making suggestions to improve efficiency of the work of the Division ;
- Any other management support activities as maybe required.
General support activities :
- Support the work of the Division in the four (4) areas of its activities mentioned above under the section of Introduction ;
- Undertake other relevant tasks as may be assigned from time to time by the Manager.
- Administration/reporting :
The recruited Junior Consultant will be supervised by the Manager, Infrastructure and Partnership Division.
- Duration and place of the assignment :
The assignment duration is 3 months (renewable) starting March, 2021. The place of Duty is the country of residence of the consultant due to COVID 19.
- Qualifications and Experience required :
The prospective candidate should have the following qualifications and experiences :
- At least a Master’s degree in Business Administration, Economics, International Development, etc.…;
- At least 2 years, and maximum 5 years, of work experience post Bachelor. Experience at the AfDB or in a similar international organization will be an advantage ;
- Strong project management skills and experience ;
- Rigorous, results-oriented individual with strong analytical skills ;
- Strong drafting skills in particular drafting concise executive reports ;
- Experience in working with complex data and in writing data analysis reports ;
- Strong communication (both orally and in writing) in one of the Bank’s official language (English or French) ;
- Strong analytical skills and ability to think both strategically and operationally ;
- Proficiency in personal computer and Microsoft products including Word, Excel, PowerPoint, and Outlook, SAP Database and other project management tools ;
- Full availability and dedication to this assignment ;
- Citizenship of one of the Bank member countries ;
- Be aged of less than 32 years at the signature of the contract ;
- Provide 2-3 work references.
- Remuneration :
The consultant shall be paid a total monthly lump sum, comprising fee, subsistence and other incidentals, for the duration of the assignment and commensurate with the number of years of work experience. The Bank will cover travel and field mission costs as per its rules.
