This position is established to replace the current post holder during a 5 to 6 months period, from early March 2021.
Under the overall guidance of the Deputy Representative, manage the UNICEF CAR Emergency and Field Operations Section. In coordination with the Chiefs of Section, ensure the integration of all aspects of regular and emergency programme activities in the programming process. Supervise the Bangui-based Emergency staff (including Rapide Response Mechanism and Humanitarian cash transfers), supervise the Chiefs of Field Offices and ensure effective work planning and programme implementation and monitoring of results in the field. Provide leadership for emergency preparedness and response, disaster risk reduction and coordinate UNICEF’s emergency preparedness and response in crisis situations, in full consultation with the Representative, Deputy Representative, Chiefs of Sections, Chiefs of Field Offices and Cluster Coordinators. Coordinate with the Deputy Representative and the Deputy Representative Operations to ensure efficient and effective management of Field Operations and the delivery of results for children.

Key function, accountabilities and related duties/tasks :
- Information Sharing : Monitor humanitarian developments at the national, regional and prefecture levels. Provide analysis for use in the development of UNICEF programme policy. Participate in various international/national meetings and workshops. Ensure continuous flow of strategic information on the situation of children and women at various levels of field programming to the Representative, Deputy Representative, Chiefs of Sections, Emergency Focal Points and the Chiefs of Field Offices. Respond to information needs of Regional Office and HQ on emergency situations and developments through sitreps, flash updates, and evidence-based advocacy for children ;
- Emergency coordination and representation: Support the Representative in performing his role as the UNICEF Representative in the Humanitarian Country Team (the inter-agency humanitarian coordination body). Provide guidance to the Rapid Response Mechanism (RRM) and Humanitarian Cash Transfers (HCTs) teams and support the planning, implementation and fundraising for the RRM and HCTs programmes. Participate in strategic emergency/humanitarian cluster and inter-cluster coordination and performance management mechanisms ;
- Emergency Funding: Participate in the development of strong donor contacts and relations, monitoring and updating of emergency programme funding priorities. In conjunction with the Deputy Representative, oversee preparation of funding proposals for emergency assistance, and contribute to the preparation of the consolidated Inter-Agency Appeals, Humanitarian Work Plans, CERF submissions, Humanitarian Action for Children (HAC), advocacy materials and other related documentation as necessary, within UNICEF, in a coordinated manner ;
- Zone office (ZO) Supervision & programme implementation: Directly supervise Chiefs of Field Offices and collaborate with the Chiefs of Sections to ensure that sectoral Work Plans for the ZOs are prepared, are responsive to emergency situations, and are coherent with UNICEF’s country programme and its Core Commitments for Children in Emergencies (CCCs).Provide overall leadership, guidance and direction for the development of appropriate risk informed operating strategies, day to day program implementation, continuous monitoring and regular reporting by ZOs for programme implementation, office organization, zonal operations and logistics ;
- Country Programme planning: As part of the senior management team, taking into consideration field realities, ensure the integration of regular and emergency programme sectors in all stages of the programming process i.e. the situations analyses, CPMP, risk informed equity focused programme design, strategy planning, monitoring evaluation and associated capacity development of zonal staff. Oversee Chiefs Field Office’s liaison and collaboration with implementing partners including County Governments, UN agencies, NGOs and other stakeholders for assessing the situation of children, planning, implementing and monitoring of the programme and emergency response in the field. Work with technical sections and Chiefs of field offices to leverage country level resources for children ;
- UNICEF Emergency preparedness and planning: In line with UNICEF’s Emergency Preparedness Procedure (EPP), develop contingency plans together with Programme and Operations sections, and facilitate the operationalization of the plans including implementation, monitoring, and follow up on agreed actions. Coordinate and support the efforts of the Programme section Emergency Focal Persons through adhoc Emergency Committee meetings, and in response to specific emergency issues. Provide capacity enhancement to the field office teams, and emergency focal persons and ensure compliance with UNICEF’s technical and operational procedures and guidelines ;
- Contribute to the Knowledge Management function of the office by assisting in coordination and inter-sectoral exchange of field information and experience between programme sections and zonal offices including the identification of specific advocacy issues and approaches with counterparts, NGOs and donors.

Recruitment Qualifications :
Education :
- Advanced university degree in either Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines ;
- *A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Experience :
- At least 8 years of relevant professional work experience ;
- International and developing country work experience and field work experience ;
- Background/familiarity with emergencies.
Language Requirements : Fluency in English and French required.
