Objective : The objective of this consultancy is to support the Education Section in coordinating some key interventions with the Ministry of Education and Technical Education, both at the central and decentral level. This consultancy will be under the supervision of the Education Specialist, System Strengthening and Skills Development.

Methodology : This consultancy will be office-based with some field visits, when needed and authorized by the direct contract supervisor. This consultancy will also coordinate some cross-sectoral interventions and will collaborate with other UNICEF’s sections and colleagues to ensure alignment and ownership.

Scope of the consultancy : The consultant will deliver the following outputs within the timeline indicated.

Support to Education 2.0._Grade 7 to 12 Policy Advice
  1. Review the Action Plan and organize the online workshops between the MoETE and the institution supporting the Grade 7 to 12 policy advice

  1. Review draft matrix and draft reports submitted by the Institution supporting Grade 7 to 12 policy advice

  1. Organize the recommendation and final report presentation workshop with relevant stakeholders including logistics and translating final documents

Support to the Inclusive Education Documentation
  1. Review tools and the field work roll out plan in collaboration with the consultancy company and the MoETE, including logistical preparations and letters mailing to targeted schools and education directorates

  1. Coordinate the field work of the Inclusive Education Documentation including the dissemination of the online teachers and administrators survey and follow up on completion

  1. Review draft reports of the Inclusive Education Documentation exercise, solicit feedback from different team, and share with the consultancy company

  1. Review Final Documentation Report, plan design and layout in collaboration with External Communication Colleagues and coordinating printing

Real Time Monitoring for COVID-19 Socio-Economic Impacts- Education and Learning Round
  1. Coordinate the logistics of conducting  the Real Time Monitoring Round on Education in collaboration with  the Social Policy section and the MoETE

Support to the Life Skills Digitization Efforts
  1. Review the child-centred Life Skills based Extra-Curricular digitalized materials

(the paper-based package to be digitized include 84 lessons per toolkit * two toolkits)

  1. Draft the development and design plan of the digitization of the Life Skills Training for Teachers (ToT) Digitization with the contracted company

  1. Follow up and review the digital materials produced under the ToT Digitization process and share feedback with the contracted company
Two weeks (the face to face ToT training to be digitized is a 10 days face to face training)
Support to the Sinai Operations- Teachers Training on Hybrid Learning
  1.  Coordinate with Educate Me NGO the development plan of the Hybrid Learning Module (5 session +1 day orientation+ 1 day of online for teachers and the ToT for master trainers (5 days) who will cascade the Hybrid Learning Module , including feedback and revision of materials as they are developed and providing feedback

Including organizing the 5 days ToT training and participating in this= 3 days to review training materials and training agenda+ 5 days of the workshop

 

 

  1. First follow up with schools and teachers on the outcome of the online training and application in the classroom

Support to the Sinai Operations- In-School Governance Roll Out
  1. Coordinate with Care the roll out of the in-school governance manual at the field level

  1. First follow up with schools, teachers, students, and parents (governance structures) on the outcome of the  training and application in the school environment

  1. Second follow up with schools, teachers, students, and parents (governance structures) on the outcome of the  training and application in the school environment

  1. Incorporate feedback from the field into the draft In-School Governance Manual, in collaboration with Care and different colleagues

Duty Station : The consultant will be office-based at UNICEF Egypt with travel to targeted governorates.

Timeframe : The consultant is required for a total of 6.5 months.

Start date : January 15th, 2021                      End date:  July 30th , 2021 

As a long-term consultancy with on-going responsibilities throughout the consultancy timeframe, the consultant will be paid on a monthly basis on submission of the monthly deliverables. 

 

To qualify as an advocate for every child you will have…

  • Advanced degree in education, public administration, public policy, project management or other relevant field ;
  • At least 5 years of professional work experience in development field with specific focus on Education working with international organizations ;
  • Experience in trainings, digital learning, and management programs is a plus ;
  • Fluency in English and Arabic is a requirement.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
