Descriptif du poste :

The IRC is a non-Government humanitarian organization working worldwide to serve refugees and communities whose lives and livelihoods have been impacted by conflict, disaster and climate change. The IRC established operations in 2000 and is currently working in seven regions across the country implementing project in Women’s Protection and Empowerment, Early Recovery and Development, Child Protection and Education, Health, Emergency Rapid Response and Environmental Health/Water Sanitation and Hygiene (EH/WASH).

We are currently seeking a highly motivated, multi-faceted EH/WASH Coordinator who will take overall responsibility for EH/WASH Program Quality ensuring that the impact of our programs and the influence of our ideas empowers our clients to make lasting change in their lives.

The EH/WASH Coordinator leads a team of over 350 people and handles a project portfolio exceeding $9M annually, which includes construction and rehabilitation of borehole based systems, hand dug wells, spring development, rainwater harvesting, water trucking, construction of institutional facilities like latrines, waste disposal pits and, community capacity building for local operation and maintenance of the systems as well as community mobilization, hygiene and sanitation promotion and small scale irrigation and natural resource management. S/he has 3 direct reports and reports to the Deputy Director for Programs (DDP).

Strategic Leadership, Program Coordination, and Representation :

  • In consultation with and with support from the DDP and EH Technical Advisors (TA), lead all aspects of the EH/WASH unit in the quality of design, management, and monitoring and evaluation of EH/WASH programming in Ethiopia ;
  • Support the overall country program in development and delivery of IRC Ethiopia’s Strategy Action Plan (SAP) ;
  • Assess and communicate opportunities for key program or management improvements, including adjustment to team structures, operational systems, etc. ;
  • Ensure that effective engagement and teamwork across IRC technical units, between EH/WASH and operational departments (e.g. HR, Supply Chain, and Finance), with client communities and local government partners, and with traditional and/or strategic donors ;
  • Promote responsive and sustainable programming, ensuring donor, client, and partner accountability across EH/WASH programs ;
  • Represent the IRC program in various fora and coordination meetings, with local client communities, government departments, international agencies, local partners and donors as the need arises ;
  • Facilitate donor and partner site visits as needed ;
  • Actively participate in WASH cluster and other relevant WASH coordination meetings and communicate developments with EH/WASH team and senior management regularly ;
  • Nurture strategic partnerships and opportunities to use the combined capacity of IRC and other organizations towards common EH/WASHobjectives.

Resource Mobilization and Capacity Building :

  • Develop and incorporate innovative programming approaches in line with the IRC’s strategies, priorities, and organizational objectives ;
  • Guarantee that EH/WASH staff provide timely inputs of high quality to the Grants and Partnership Unit (GPU) in preparation of donor and any internal reports, as well as project proposals and concept notes ;
  • Ensure that all IRC project proposals are aligned with the Country Program’s strategy, are based on evidence of need in targeted client communities, are realistic in scope and scale, and are appropriately budgeted ;
  • Build a skilled and motivated EH/WASH team through robust recruitment and performance evaluation and capacity strengthening ;
  • Provide appropriate, relevant on-the-job mentoring and identify capacity development needs and interest among EH/WASH staff, and facilitate targeted capacity building in coordination with HR and senior management.

Quality Control and Oversight :

  • Support the design of and lead monitoring, evaluation and learning activities aimed to ensure responsive, evidence-based programming approaches, holding project staff accountable for data quality and working with project and/or country program accountability and learning team for evidence-based programming ;
  • Supervise and ensure EH/WASH management staff have the capacity and understand tools and timelines for procurement, spending, and implementation against work plans, including monthly analysis of financial reports, flagging and following up issues in collaboration with GPU, Finance, and Supply Chain teams ;
  • Provide senior EH/WASH staff with the resources and support they need to effectively advise field teams, and to identify mistakes and initiate the required corrective actions ;
  • Ensure that robust systems are in place for the production and review of designs, budgets, bills of quantity, specifications, contract and tender documents for the production of effective and high quality structures and services ;
  • Regularly assess progress across the EH/WASH program and address delays through EH/WASH staff deployments, resource mobilization, and performance management mechanisms, engaging other departments and the senior management team as appropriate ;
  • Effectively communicate, coordinate and exchange with key personnel and departments within IRC to identify, analyze and resolve bottlenecks and identify ways to optimize performance.

Miscellaneous : At the request of the DDP, take ownership for various tasks or projects not falling under responsibilities underlined in this job description.

Profil :

Requirements/Qualifications :

  • MSc. in Civil or Water Resources Engineering, Environmental Health or similar field from a recognized university with at least four years of relevant work experience; or BSc. in Civil or Water Resources Engineering, Environmental Health or similar field, and a minimum of eight years of relevant work experience ;
  • Water and sanitation infrastructure construction project management experience ;
  • Experience with an international NGO in a similar role ;
  • Strong technical design skills and experience writing funding proposals ;
  • Knowledge of major donors’ rules and regulations, including USAID, OFDA, ECHO, DFID ;
  • Strong grasp on grants management processes and requirements ;
  • Excellent written and oral English skills are mandatory ;
  • Demonstrated leadership and facilitation skills, with strong coordination, diplomacy and networking skills ;
  • Demonstrated experience in staff capacity building and mentoring ;
  • Hygiene promotion and Behaviour Change Communication project management experience ;
  • Experience with performance/milestone-based contracts and other contract funding mechanisms is a plus.
