INDEPENDENT INDIVIDUAL CONSULTANCY SERVICES FOR ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) FOR THE ANGOLOLO WATER RESOURCES DEVELOPMENT PROJECT
- Introduction :
The Nile Basin Initiative (NBI)/ Nile Equatorial Lakes Subsidiary Action Program (NELSAP) has received grant financing through the New Partnership for Africa Development Infrastructure Project Preparation Fund (NEPAD-IPPF) and intends to apply part of the grant proceeds to undertake Environmental and Social Impact Assessment (ESIA) for the Angololo Water Resources Development Project within the Sio-Malaba-Malakisi Basin. The project will focus on developing viable multipurpose infrastructural and non-structural interventions for irrigation and livestock development, water supply, hydropower generation, flood control, aquaculture, and catchment improvement/enhancement in the project area. Preliminary identification studies and analytical work were completed at the proposed dam site and both the Governments of Kenya and Uganda prioritized it for advancement.
The proposed project will consist of: i) irrigation command area development including a dam, main conveyance system as well as secondary and tertiary irrigation systems to serve 3,300 ha of land, ii) upstream Integrated Watershed Management of about 430 Km2, iii) water supply and sanitation infrastructure to serve the Malaba cross border town and the surrounding rural population of approximately 20,000 people.
- Proposed Project Scope and Objectives :
The overall objective is to carry out a full Environmental and Social Impact Assessment (ESIA) and prepare An Environmental & Social Management Plan (ESMP) for the Angololo Water Resources Development Project. This will include establishment of a socio-environmental baseline, assessment of proposed development options, scoping; prediction of the magnitude and significance of environmental and social impacts, recommending mitigation measures for identified impacts, and devising how they can be incorporated into project design and implementation plans. The duration of the assignment is 4.5 person months spread over 8 calendar months.
- Qualification of the Environmental Assessment Specialist :
The Environmental and Social Assessment Specialist should demonstrate past experience in conducting Environmental Impact Assessments (EIAs); Compiling Environmental Impact Statements (EISs); Developed EIA management, Site safety plans and monitoring plan including preparing EMPs, Pest Management Plans. In addition, the Consultant must demonstrate excellent ability to have carried out reviews of the existing legal, policy and institutional framework for implementation of EIA; conducted stakeholder consultations; and developed EIA guidelines for irrigation development, hydropower generation, power transmission line, drainage and solid waste management, roads and multipurpose water storage infrastructure projects that include water supply and sanitation, reservoirs/dams, catchment and forestry conservation for the last fifteen (15) years. S/he will be required to have a clear strategic understanding of project objectives from a national, regional and multipurpose perspective. The areas of expertise required include: environmental impact assessment, environmental audit assessment, ecology, environmental impact statement, environmental policies and guidelines, and property valuation/surveying. The Consultant may optimize their personnel to demonstrate the competences required for the assignment. The qualifications of the Environmental Assessment Specialist are as follows:

Competencies : Post graduate qualification in Environmental Science or Water Resource Management with at least 15 years of experience in environmental impact assessment (EIA) studies preferably related to water resources development projects, specifically Dams, hydropower generation, power transmission line, and irrigation and watershed projects. The specialist should have demonstrated experience in elaboration of ESIA studies and Environment and Social Management Plans (ESMPs) including Environmental Impact Statements (EISs), and Site safety plans and monitoring plan preferably in African countries. Familiarity with African Development Bank (AfDB) and/or World Bank environmental and social safeguards standards is a necessity.
