The Government of Liberia has received financing Grant from the Korea-Africa Economic Corporation Fund through the African Development Bank, toward the cost of a Climate Smart Agriculture, and intends to apply part of the agreed amount for this grant to payments under the contract for the hiring of an individual Consultant to conduct a Climate Smart Agriculture.
The objective is to firmly anchor the value chains approach through reformed regulatory frameworks, private sector investment across critical stages of the priority value chains, availability of sustainable financing solutions for private sector, amongst other key deliverables.
To realize efficient and effective results, the management of MoA needs accurate and up to date economic advice, constraints analysis, value chain and market systems analysis and trade mapping to enable Management to explore options and take evidence-informed decisions to achieve short to medium term objectives.
The Individual consultant will assess the Value Chain Analysis by :
The Consultant will be responsible and/or involved in carrying out tasks including, but not limited to, the following :
The Study will produce a report that succinctly communicates the current Climate Smart & Resilient Agricultural best practices that are being implemented in Liberia’s agricultural sector, specifically assessing Liberia’s Rubber, Coffee, Cocoa, and Horticulture value chains. The consultant will map out the current practices, identifying those actors that are promoting its implementation. The consultant will also collect data and analyze the impact of the implementation of such practices. Lastly, the consultant will recommend how such climate smart and resilient agricultural practices can be scaled up, identifying opportunities to both scale up those practices that are already present in the value chains and recommending opportunities to implement and scale other best practices that are not currently being implemented in Liberia’s agricultural sector.
Provide a high-level map of where significant climate smart and resilient agricultural practices are being implemented; identify specific value chains and regional locations; Any other data, as required by the MOA team.
The duration of this contract is Two (2) Months.
Qualifications and Experience required :
- Advanced degree in Agriculture, Agricultural Economics, Finance, Economics, International Development or a related discipline ;
- At least 8 years of work experience related to agriculture, preferably including knowledge of permaculture agro ecology and/or climate smart agriculture ;
- Strong knowledge of Climate Smart Agriculture and Conservation Agriculture best practices ;
- Experience conducting Resiliency evaluations within agricultural value chains ;
- Extensive experience conducting agricultural value chain studies ;
- Strong research skills and background ;
- Experience of the Liberian and west African agricultural landscape ;
- Experience working with both Government of Liberia and Liberian private sector companies ;
- Strong network within Liberia’s agricultural sector ;
- Experience implementing scoping studies in similar contexts and in climate smart & resilient agriculture technical areas ;
- Demonstrated ability to lead high level report writing ;
- Demonstrated ability to work with multinational stakeholders and networks ;
- Fluency in written and spoken English.

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy Framework and Methodology for Bank’s Group funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any individual consultant who expresses interest.
