INDIVIDUAL CONSULTANT : Climate Risk Finance Specialist
Africa Disaster Risk Financing (ADRiFi) Programme

The African Development Bank seeks to hire a suitably qualified individual consultant (Climate Risk Finance Specialist) to contribute to the development and implementation of the on-going Africa Disaster Risk Financing (ADRiFi) Programme. The consultant must have a background in developing and implementing climate / disaster risk financing programmes (including sovereign, agricultural and rangeland insurance) and must be conversant with parametric insurance to address disasters such as droughts, floods and tropical cyclones. The ADRiFi programme is enhancing the resilience and response to climate shocks in African countries by improving the management of climate disaster risks. The Programme’s specific objectives are: (i) to strengthen the capacity of participating countries to evaluate climate-related risks and costs and elaborate subsequent adaptation measures at both national and sub-national levels; and (ii) to promote initial financing for disaster risk transfer solutions. The potential consultant will carry out this assignment for six months, with the possibility of extension for further six months, based on performance.
Interested consultants are invited to respond by submitting their CVs indicating their qualifications and experience. The consultants should: (i) have a minimum of a Master’s degree or equivalent in Economics, Climate or Environmental Science / Management, Agriculture, Business Management, Finance or any other discipline that is relevant to the assignment; (ii) have minimum of 7 years of relevant professional experience; (iii) demonstrate depth of understanding of programme development and management, partnerships development, resource mobilization and climate change issues; (iv) have proven ability to manage and deliver products in a timely manner and handle multiple tasks simultaneously; and (v) have highly effective communication skills, including high level proficiency in written and spoken English and/or French, with a good working knowledge of the other language. Experience in working with an international finance institute is desirable.
Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the African Development Bank’s Rules and Procedures for the Use of Individual Consultants. The African Development Bank Group is under no obligation to shortlist any consultant who expresses interest.
