Job Description
Total South Africa has an exciting opportunity available for a Retail: Construction HSE Practitioner!
The key responsibilities include oversight of and support to contractor activities across Total’s operations.
- Carry out any lawful and reasonable instruction by the HSE Construction Specialist
Project Management
- Advise Total stakeholders on HSE aspects of projects and maintenance works
- To ensure that all projects and maintenance works consider the company rules and standards during design and execution.
- To support technical & staff with preparation of risk assessment and management of change (MOC) documents.
Contractor Management for Retail & Facilities
- Maintain contractor management systems to satisfy the requirements of HSE legal compliance, including
- Company Rules, Procedures, Processes, Guidelines, Risk Assessment, Prevention Plan, Safety Files, Tools (Complyworks, IZI)
- Ensure constant adherence and compliance to the group’s HSE standards, any local by-laws and national legislation by the business and contractors by:
- Conducting planned & unplanned construction site audits
- Recommending areas of improvement to improve the safety performance of contractors & staff
- Monitoring contractor key performance indicators, conducting trends analysis and providing recommendations on improvement programs
- Ensuring the Inspection of Conformity of Contractor Program is implemented in the relevant business units
- Management of safety controls on projects and maintenance including pre-qualification, appointment, contractor surveillance and performance evaluation
- Participate in accident investigations & development of REX
Systems Management
- Administration & reporting for tools used for compliance management (Complyworks, IZI safety, ICC, JST App, Ramses etc)
- Management of ICC compliance progress including but not limited to improvement plans, derogations, statistics, communication
- Management of contractor onboarding process including but not limited to defining evaluation grids, onboarding audits, risk assessments, new contractor evaluations
- Support the preparation & execution of contractor performance evaluations
Advise and Training
- Assist business and external parties with understanding of
- Total contractor management requirements (MOC (management of change), Prevention Plans, Work Authorisations & Permits, Baseline Risk Assessment, Hazard Identification And Risk Assessment (HIRA’s), Complyworks, etc),
- Legal Requirements (OHS Act & Construction Regulations),
- Any other safety related matters
Reporting
- Conduct trend analysis & generate performance reports on contractors
- Conduct trend analysis & generate reports on Safety Key Performance Indicators
- Meet all reporting requirements as per HSE and EL divisional requirements
Communication/ Liaison
- Coach Project Engineers and Contractors on corrective action plans for audit findings
- Provide recommendations and feedback on:
- Construction audits, statistical analysis and actions required, addressing deviations or initiating changes to improve HSE performance on monthly basis
Candidate profile
The ideal candidate will possess the following:
- A Degree in Safety Management
- Successful completion of courses related to HSEQ Management Systems and Practices, and HSEQ legislation applicable to function requirements
- Knowledge and understanding of HSEQ legislation and applicable charters
- A minimum of 5 years’ experience in the construction industry or Safety related fields
- Experience in the petrochemical industry is an advantage
- SACPCMP Construction Health & Safety Officer is advantageous
- English is the working language
- Valid code 08 drivers license
