Tasks and Responsibilities :

The regional Head of Emergency leads the Emergency Department in the Region in order to support the Member Associations (MAs) to be prepared in providing timely and quality response to unforeseen and emerging crisis and natural disasters. He / she is the central interface for all emergency and security related issues in the region. The position involves strategic oversight and monitoring, evaluation, communication and leadership on emergency programmes in the region. This involves providing expert advice to key stakeholders across the federation.

The main tasks and responsibilities of the position are :

  • Develop and implement WCNA Emergency Response strategy as per IOR strategic priorities and with the participation of the RMT, NMT and external key stakeholders ;
  • Support and manage the IOR WCNA ER team ;
  • Budget ownership and management of IOR/WCNA ER budget including additional institutional grant budget management ;
  • Monitor together with National Associations (NAs) humanitarian crisis in the region feeding into the global alert system ;
  • Collaborate with Emergency Response global network team as well as with the promoting and supporting associations on an on-going basis and ;
  • Provide information instantly on on-going emergencies and or crisis situations to the network ;
  • Coordinate training (in and out-house) and capacity building initiatives to Regional ER team in collaboration with regional Human Resources & Organization Development team, ER network, partners, external trainers ;
  • Link to regional ER team members and network in the region with externals and established partnerships ;
  • Initiate, together with the Global Emergency Team (IO) the first stages of an ER through coordination with vested parties at national / regional level ;
  • Provide timely updates and advise to the International Director Region to facilitate the rapid response and decision-making that is required ;
  • Provide guidance to the national colleagues on every aspect of emergency programming (assessment, implementation, monitoring & evaluation) and ensure compliance with established protocols ;
  • Advise NA colleagues on quality check emergency standard documents (Humanitarian Appeal, Crisis Response form, Project documentation) in collaboration with regional functions ;
  • Coordinate internal information management on emergency operations in close cooperation with other stakeholders in the region ;
  • Develop partnership and networking with other humanitarian actors (UN agencies, INGOs…) ;
  • Feed info and collate lessons learnt and best practices in security in order to set SOP (standard operational procedures) for each emergency setting ;
  • Liaise with regional Finance team to ensure efficient fund transfer and financial administrative procedures (budget, cash flow plan, request for transfers, accounting, financial reporting) ;
  • Provide direction in medium-high-level or complex / cross-country emergency operations, where NA capacity is limited and General Secretariat (GSC) support is needed (case-based) ;
  • Engage in regional partnerships and networks and lay the ground for local partnerships ;
  • Recruitment of key internal and external consultants for the ERPs in the region (such as security advisors, logistic and procurement experts ;
  • Active member of the RMT.

Job Requirements :

  • Master’s degree in social sciences, development, or any related field ;
  • 7 years of Emergency work experience in a leadership position in an international setting and degree level education in a relevant subject ;
  • Ability to build strong relationships/networks and to work and cooperate effectively and in a spirit of partnership with line of command, peers, partners, stakeholders, and others who are not in the line of command ;
  • Virtual management skills and knowledge of collaboration tools ;
  • Excellent communication and influencing skills ;
  • Experience in change management processes ;
  • Fluent/Very good verbal and written English and French.
