How can you make a difference?
The Programme Officer will provide technical support to the Health Sector Integrated Refugee Response Plan secretariat at the MOH. S/he will support the Commissioner Health Sector Partners and Multi-Sectoral Coordination with annual planning, monitoring and coordination of HSIRRP.
The consultant will be outposted at the MOH and work under the guidance of the MOH Commissioner Health Sector Partners and Multi-Sectoral Coordination. At UNICEF, s/he will report to the UNICEF Health Specialist – Emergencies and Health Manager. The consultant will have frequent interactions with UNHCR, WHO, WFP and other partners with significant role in refugee response.
It is anticipated that occasional in-country travel will be required to undertake the planned assignment.
The Consultant will be supervised by the Health Emergency Specialist based in Kampala.
Background :
The Ministry of Health Launched the Health Sector Integrated Refugee Response Plan (HSIRRP) 2019-2024 as part of the Comprehensive Refugee Response Framework (CRRF) which is coordinated by the Office of the Prime Minister aimed at ensuring equitable and well-coordinated access to health services for refugee and host communities. Uganda’s HSIRRP, which aligns the refugee health response to Uganda’s National Health Policy and Health Sector Development Plan, is rooted in values and principles of efficiency, equity, government leadership, integration, mutual respect and universal coverage. It provides the overarching framework for engaging district local governments and implementing partners in developing district-specific Integrated Refugee Response Plans. The HSIRRP gives credence to use of the established decentralised district health system and provides for a strengthened coordination mechanism at national, district and sub-district levels.
The HSIRRP is expected to contribute to the national objective of improving the health status of host communities and refugees through building a resilient health system that can withstand shocks and guarantee sustainable and equitable access to essential health services. In addition, this would contribute to harmonious coexistence of the two communities through better coordination of partners, resource mobilization and integrated health service programming and provision. The strategic interventions under the HSIRRP are categorized into six pillars including: human resources for health; medicines (health commodities and technologies); health management information system; health financing; leadership, coordination, management and governance; and service delivery.
The HSIRRP will help translate the government’s commitment to the New York Declaration 2016 and the Global Compact for Refugees that urges society to stand in solidarity with Refugees and share the burden of mass forced human displacements. A Steering Committee is established to ensure efficient and effective execution of the HSIRRP. The HSIRRP Secretariat which is set up in Ministry of Health (MoH) supports the Steering Committee to: draft agenda items for her meetings on instruction of co-chairs and to achieve the committee’s main roles including :
- Conducting periodic monitoring of implementation of the HSIRRP, including commissioning assessments, reviews and evaluations related to the plan and its implementation ;
- Establishing and maintaining engagement with various stakeholders (government, local government, NGOs etc.) including existing coordination structures, particularly the CRRF and Health Development Partners, in the implementation of the response plan ;
- Ensuring transparency and accountability to Government of Uganda and its partners on funds allocated towards the Health Response Plan for Refugees and Host Communities ;
- Promoting and supporting resource mobilization and improved coordination of all actors involved in the refugee response ;
- Providing oversight and guidance to partners on the implementation of the response plan to maintain compliance with identified priorities ;
- Reviewing and approving the HSIRRP, and each subsequent update/revision of the rolling plan on an annual basis.
The implementation of the health sector response plan is Government-led with support from development partners, donors and humanitarian non-governmental organizations. At the MOH request, UNICEF will support the HSIRRP Secretariat through provision of technical support via Programme Officer. This consultancy has been discussed and agreed with UNHCR and reflected in the LoU between UNICEF and UNHCR.
Key tasks :
The Consultant will be expected to do the following :
- Support the Commissioner Health Sector Partners and Multi-Sectoral Coordination at MOH and the HSIRRP secretariat identify priorities and develop the workplan for 2021 ;
- In consultation with UNHCR and UNICEF, assist the Commissioner Health Sector Partners and Multi-Sectoral Coordination organise and document Monthly Health and Nutrition coordination meetings ;
- Support the Commissioner and the HSIRRP secretariat develop a system for monitoring donor support to HSIRRP, inlcuding 4W and resource tracking ;
- Support the HSIRRP Secretariat develop a monitoring framework for refugee response plan ;
- In consultation with HIS department (using DHIS2 data), prepare monthly analysis for core sector indicators in refugee hosting districts with the identification of key issues, bottlenecks and suggested management actions ;
- Help organize at least two field monitoring visits to refugee hosting districts, including at least one joint MoH-DPs monitoring mission ;
- In consultation with UNHCR and UNICEF, assist the Commissioner Health Sector Partners and Multi-Sectoral Coordination organize the implementation review of the HSIRRP.

Education requirements : Advanced degree in public health, health services management, social sciences.
Employment experience :
- A minimum of five years professional work experience in health/social programme development and implementation, including monitoring and evaluation activities ;
- Sound knowledge of the Uganda health system ;
- Experience in refugee and/ emergency programming, including preparedness planning ;
- Experience of working with the Government, UN Agencies, donors and other international agencies ;
- Strong writing and communication skills ;
- Ability to work in uncertain, rapidly changing environment and manage competing priorities.
Language requirement : Fluency in English required.
Application Procedure/Call for Proposals :
Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is a national level consultancy and competitive market rates should apply.
Evaluation of Candidate :
The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
