Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
The purpose of the assignment is to support the state level government with programme management in the areas of stakeholder coordination and field level implementation
Objective 1: Facilitate Coordination and Collaboration towards Integrated Programming :
Key Activities & Deliverables :
- Support the state level MCCT coordinator with establishing effective high level and technical coordination mechanisms and ensure that critical action points are addressed through these mechanisms ;
- Provide coordination and facilitation support among state level actors, UNICEF personnel their partners as well as NGOs to ensure complementary linkages between (UNICEF-supported) services, information provision and social protection programming ;
- Organize learning visits and field trips for relevant state level staff involved in the MCCT project, as well as for federal level staff, donors and UNICEF senior management, in coordination with the Kassala field office and the Khartoum-based Social Protection Specialist ;
- Coordinate the MCCT programme at state level with the Ministry of Health and Social Welfare and INGO and UN cash partners at State level forums, and seek synergies between the MCCT and other cash operations.
Objective 2 : Provide Technical and Programmatic Support :
Key Activities & Deliverables :
- Further operationalize the MCCT Workplan at state level in coordination with the state level coordination bodies as well as the UNICEF Kassala field office and Social Protection Specialist, and plan with relevant stakeholder for timely and effective implementation ;
- Coordinate with Kassala Field Office staff and relevant government agencies the strengthening of first 1,000 days information and service provision, especially in the areas of nutrition, health and WASH ;
- Provide capacity building and support to implementing partners, including those of the Ministry of Health and Social Welfare and non-governmental implementing partners, towards effective programme implementation ;
- In coordination with the Data and M&E Consultants, review programme progress on a timely and strategic basis and address implementation challenges with respective implementation focal points.
Objective 3: Ensure Field Implementation of the MCCT’s Operations Manual and UNICEF’s Service Delivery Standards :
Key Activities & Deliverables :
- In coordination with the Khartoum-based Social Protection Specialist and in accordance with the MCCT operations manual, facilitate trainings to the social workers and midwives on the MCCT programme. Provide refresher training and training to incoming staff when necessary. Suggest improvements to the operations manual where necessary ;
- Plan and conduct field visits to beneficiary communities to validate the proper implementation of the operations manual. Provide ad-hoc assistance to respective implementation staff to improve the implementation of the operations manual, and escalate structural shortcomings of the implementation of the operations manual to state level MCCT focal points and UNICEF staff ;
- Ensure that the social protection and service delivery standards meet UNICEF’s service delivery standards, such as but not limited to, guidelines concerning the Prevention of Sexual Abuse and Exploitation (PSEA). The consultant will ensure that PSEA guidance is thoroughly implemented at field and state level.
Evaluation Criteria for all objectives : (1) satisfactory completion of programme milestone as per the agreed workplan and (2) timely submission of monthly reports

Education : A University degree in one of the following fields is required: Economics, development economics, international development, social policy or related field.
Experience :
- A minimum of 2-3 years of previous experience with social protection/cash transfer programming is required ;
- Work experience with managing integrated/cross-sectoral programming is a strong asset ;
- Work experience with the federal Ministry of Labour and Social Development or the state level Ministry of Health and Social Work in Kassala or Red Sea State is an advantage ;
- Awareness of policy debates and evidence is desirable; demonstrated knowledge and experiences in working on integrated, systems-based approaches (including linkages with social work case management) is advantage ;
- Experience in data and knowledge management ;
- Background and/or familiarity with emergency particularly experience of cash transfers in emergency is considered as a strong asset.
Language Fluency in English and Arabic is required. Working level proficiency of local languages is an asset.
