Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?
The primary purpose of this consultancy is to strengthen UNICEF’s work in Sudan on the PSEA agenda, by providing support to implementing partners in assessing, monitoring, and undertaking targeted actions for reducing PSEA risks. The consultant will also support additional and new partners to ensure that they are oriented, assessed, and supported with appropriate capacity building to undertake corrective actions and decrease their risks to acceptable levels, as necessary. The consultant will also support broader PSEA efforts within UNICEF and inter-agency level and strengthen GBV Risk Mitigation efforts within and across sectoral responses and interventions.
Basic objectives of consultancy :
- To ensure that the deadline is met for the initial 54 implementing partners to be assessed and achieve acceptable risk ratings with monthly updates ;
- To support PSEA risk assessments, action plans, and capacity building for all additional implementing partners beyond the initial 54 ;
- To develop and maintain a database with all relevant information and data for aggregation and reporting against the PSEA Scorecard ;
- To support integration of PSEA and GBV Risk Mitigation in Emergency Preparedness and Emergency Response.
Output(s)/Deliverable(s) :
- UNICEF implementing partners have risk assessments conducted, action plans developed, capacity building provided, and information management supported to track and report progress in line with the UNICEF PSEA Guide and Toolkit ;
- Support provided in development of prototype menu of PSEA actions and ready-to go tools for integration in the Emergency Preparedness Plan (EPP) ;
- Assessments conducted, participatory actions plans developed and followed up on, and targeted capacity building provided to staff, partners, other stakeholders, and community members in response to different emergencies, including the Ethiopia Refugee Response ;
- Participation in the PSEA Network and related coordination platforms, contributions made towards the achievement of the Joint Framework of Action, and coordination and alignment between UNICEF and interagency efforts made ;
- Routine data collection, management, analysis, and reporting against key indicators supported, including monthly update reports on progress against the 30 June 2021 deadline and annual PSEA Scorecard.
To qualify as an advocate for every child you will have…
- Master’s degree or equivalent in public health, social sciences or other relevant field related to child protection, gender equality, child safeguarding, or gender-based violence. A Bachelor’s degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree ;
- A minimum of 5 years of progressive experience related to child protection, gender equality, child safeguarding, or gender-based violence in both development and humanitarian settings in Sudan ;
- Knowledge of child protection, gender equality, child safeguarding, or gender-based violence ;
- Ability to collect, collate and analyze data in an efficient and effective manner ;
- Good knowledge of the social-culture issues in Sudan ;
- Ability to facilitate training and FGD for local partners and communities ;
- Excellent interpersonal, communication and presentation skills ;
- Communicates fluently in Arabic to varied audiences, including during formal public speaking ;
- Experience developing complaint mechanisms as well as reporting and investigation procedures ;
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
