How can you make a difference?
The UNICEF programme of cooperation 2021-2025 in Tunisia is aligned with the UNSDCF of Tunisia, and it is based on the life course approach. It focuses on achieving changes around 4 key priorities for child rights towards achieving SDGs and ensuring: i) Inclusive socio-economic development for children; ii) accountable institutions and access to justice for children; iii) effective education, health and child protection systems; and iv) sustainable management of water, sanitation, hygiene, environment and disasters risks and other crises. Considering that child poverty was estimated to increase from 19% to between 25% and 29% by the end of 2020, and considering that children have already been out of school for over 6 months in 2020, efforts need to be doubled to mitigate the anticipated negative impacts of COVID-19 on children and to help prevent a drastic drop in Tunisia’s progress towards attaining the Sustainable Development Goals. This comes on top of the partnership development and fundraising efforts that will be required to enable to fund and implement the new Country Programme 2021-2025.
Additional support to the front office and partnerships office is therefore required for a period of initially 6 months to be able to develop quality funding proposals and concept notes, ensure continued quality donor reporting and pro-actively seek additional partnerships for furthering the rights of children in Tunisia, boys and girls alike, in the complex context created by the COVID-19 pandemic.
- OBJECTIVES :
UNICEF is seeking to hire a consultant to assist the Front Office in Tunis and to support the work of the Partnerships Specialist. Under the supervision of the Partnerships Specialist in Tunis, the consultant will be responsible for :
- Managing and developing existing partnerships ;
- Prospecting new partnerships ;
- Supporting internal coordination and communication.

1. Effective management and further development of existing partnerships, including the following tasks:
- Drafts concept notes, proposals/reports to donors, briefing notes and Notes for the Record to support decision making and action (internally; externally);
- Supports the development, implementation and documentation of visibility materials and initiatives showing results of donor funding for children and the work of UNICEF
- Participates in, and conducts, field monitoring visits to collect data and monitor implementation of programme activities with partners, including follow-up of recommendations.

2. Prospecting of new fundraising and resource leveraging initiatives including the following tasks:
- Supports the design of new fundraising packages and partnership proposals in line with the vision and fundraising targets of the new country programme 2021-2025
- Supports the design, monitoring and reporting of new/innovative initiatives with the private sector in the country office within and across programme teams;
- Participates in meetings, roundtable-discussions, conferences and takes notes as required.
- Drafts PPT, briefing notes, position papers to support the Representative maintaining dialogue and advocacy efforts with developments partners, national partners, international financial institutions and the private sector;

3. Quality communication and coordination of briefings on UNICEF’s work in Tunisia
- Supports the ongoing review of information on the UNICEF programme in the website with and across programme sections and partnerships/ communication
- Conducts research activities on various child-related topics, writes summaries and briefing notes for advocacy and programmatic use;
- Collects, analyses and presents data related to the situation of children, evolving social, political and economic situation in the country, deriving key messages for fundraising, partnerships and advocacy/action.

- WORK ARRANGEMENTS AND PAYMENT :
- Consultant recruitment is Tunis based ;
- Consultant is eligible to standard DSA for all work-related travel outside Tunis. Monthly payment, based on monthly tasks and progress reports, approved upon monthly review with supervisors ;
- Consultant is responsible for his/her own health and travel insurance ;
- The consultant will be provided with a workspace at UNICEF’s office in Tunis, with teleworking modalities depending on needs and the epidemiological context.
- SUPERVISION :
Supervision by the Partnerships Specialist in Tunis, with front office matrix management (Representative, Deputy Representative).
To qualify as an advocate for every child you will have…
The consultant is at P2 level.
The consultant is expected to have :
- A first university degree (bachelor degree or higher) in one of the following fields : International development, law, human rights, sociology, political affairs, international relations or another relevant social science field ;
- A minimum of 2 years of progressively responsible experience in partnerships or programme management – exposure to fundraising and partnerships management in the United Nations a strong comparative advantage ;
- Demonstrated planning, communication, fundraising and excellent writing and editing skills ;
- Capacity to prioritize and manage a diverse range of partners, projects and activities ;
- Fluency in English and French is essential; Arabic skills are an asset ;
- Considering existing international travel restrictions, the consultant shall be based in Tunis at time of recruitment.
