Purpose of the Assignment :

The purpose of the consultancy is to have support on data analysis and programme monitoring, including information management to assist the PM&E unit in-field monitoring, community feedback mechanisms, annual reporting process, and information management tools in SSCO, under the Data Catalytic Initiative funded by DAPM HQ. The consultancy aims to build the national capacity to strengthen UNICEF South Sudan’s data analysis and monitoring work reporting and data collection, tools development, data analysis, and visualizations for informed planning and effective decision making. Furthermore, the consultant will play a pivot role in building the capacity of Field Offices Program staff in monitoring/information management (IM) functions targeted under this initiative, while acting as roving monitoring staff. With the help of this consultancy, the SPPM&E section is hoping to improve the quality of program planning and design, implementation, performance monitoring and accountability, generation, and use of evidence for programming and knowledge management.

 

Scope of Assignment :

The monitoring consultant is accountable for the accomplishment of the SPPM&E key end-results under the Data Catalytic Fund programme, by providing professional expertise and assistance in information/data collection, eTools focal point, preparation of reports, and in implementing training programs for UNICEF staff on monitoring and data analysis.

 

Key Tasks / Terms of Reference :

  • Organize and implement capacity building initiatives by targeting field office and section staff on the use of key tools, including ONA and roll out of SOPs ;
  • Develop visual analysis and info-graphs on 2019 progress, using the data extracted from the field monitoring system and the centralized database or any other related data source ;
  • Develop a workflow process to ensure that the quality of data collected through field monitoring visits and smart 4Ws meets the minimum requirements for the centralized database and the required program results structure analysis ;
  • Ensure that the revised SOPs (with emphasis on remote monitoring) is fully adopted and implemented. The revised monitoring checklists are finalized and converted into ONA (digitized version) for adoption ;
  • Coordinate with FO and Program Sections on developing yearly cost monitoring plan by developing a standardized system which can be updated quarterly, as and when needed ;
  • Develop a system to ensure that all PDs are monitored in a timely manner, in line with HACT assurance plan while adopting geographical coverage criteria as per the SOPs ;
  • Assist M&E Manager in the mid-year and end-year review process by liaising with program and field colleagues for progress updates ;
  • Contribute to the yearly reporting process while working closely with program colleagues on RAM/SMQs/COAR process ;
  • Provide data quality assurance and data analysis support; ensure that the end-year HPM indicators progress is received from program/FOs, and figures are updated in the final version of RAM/SMQs/COAR before final submission.

 

Qualifications and Competencies :

  • First university degree in social sciences, statistics, evaluation, planning development, planning ;
  • A minimum of two (02) years of professional experience in planning, monitoring, and evaluation management is required ;
  • Proficiency in excel and PowerBi ;
  • Relevant experience in a UN system agency or organization is considered as an asset ;
  • Excellent English skills, both verbal and written, is essential ;
  • Knowledge of another official UN language or local language of the duty station is considered as an asset.

 

Deliverables & Payment Schedule details :

The consultancy duration consists of a total of 11.5 months starting from 10 December 2020 to 30 November 2021. The payment will be made on a monthly basis upon submission of the status update on the work carried out, based on the indicative deliverables.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
